Explanation
Need:  The Division of Police needs to purchase three hundred (300) Panasonic Toughbook Computers and one hundred ninety (190) sets of mounts for the new police cruisers arriving now and for outfitting other police agencies within the metropolitan area.  The Division of Police has installed over eighty (80) of these computers in our current fleet and have standardized for installation, service, warranty and training reasons that this is the only computer used in City of Columbus Police cruisers.
 
Bid Information:  State of Ohio has established STS534050 which expires 6/30/2009 with Insight Public Sector, Inc. for this exact equipment.  In addition, there are only two nationally authorized resellers of this type of Panasonic computer and Insight Public Sector, Inc. is one of them and is local supplier with field personnel and expertise to support our needs;  therefore the Division of Police is requesting this contract be entered into in accordance with sole source procurement.  Quotation was obtained from Insight Public Sector based on the state contract.
 
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
 
Contract Compliance No:  363949000, Expires 04/04/2010
 
Emergency Designation:  Emergency legislation is requested for this ordinance so that the new police cruisers will be fully functional and street ready as soon as possible.
 
FISCAL IMPACT:
 
This purchase will be funded through the COPS Technology Grant and no funds from the General Fund will be requested.

Body
WHEREAS, the Division of Police needs to purchase computers for the new cruisers arriving now; and
 
WHEREAS, the Division of Police needs to purchase computers for other police agencies within the metropolitan area; and
 
WHEREAS, there is State of Ohio contract for purchases of these computers with Insight Public Sector; and
 
WHEREAS, Insight Public Sector, Inc. is local supplier with field personnel and expertise to support the need of the Division of Police; and
 
WHEREAS, it is in the best interest of the City to enter into this contract in accordance with provisions of Section 329-07c (Sole Source) of the City of Columbus, 1959; and
 
WHEREAS, this purchase will be funded through the COPS Technology Grant; and
 
WHEREAS, an emergency exists in the usual operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase these computers so that the new police cruisers will be ready for street use for the preservation of the public health, peace, property safety, welfare; now therefore
 
            BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Insight Public Sector for the purchase of Panasonic Toughbook computers and mounts in accordance with sole source procurement.
 
SECTION 2. That the expenditure of $1,535,000.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3. That said contract shall be awarded in accordance with provisions of Section 329.07(e) (Sole Source) of the Columbus City Code, 1959.
 
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
