Background:
Ordinance 3534-2024, passed by City Council on December 16, 2024, authorized an appropriation and expenditure from the Neighborhood Initiatives fund and subfund 1000-100018, to the Department of Neighborhoods, to continue administration of the Neighborhood Beautification Program known as 614 Beautiful. 614 Beautiful is a program aimed at beautifying and unifying Columbus communities through place-based, public facing improvements.
This ordinance is needed to modify the grant agreement by extending the contract with Neighborhood Design Center through April 30, 2027. This extension will provide the time needed for recent grant recipients to complete their grant projects.
In compliance with Columbus City Code 329.09(a) this contract modification is necessary for the continuation of a beautification grant program that was established in 2022. In an effort to provide the most recent grant recipients a reasonable amount of time to complete their projects, a contract extension is being requested.
Fiscal Impact: No additional funding is required to modify this contract.
Emergency Justification: Emergency action is requested to allow Neighborhood Design Center to continue the Neighborhood Beautification Program known as 614 Beautiful without interruption.

WHEREAS, 614 Beautiful is a program created in 2022 aimed at beautifying and unifying Columbus communities through place-based, public facing improvements; and
WHEREAS, in addition to activating spaces and creating places, the program aims to encourage dialogue amongst neighbors, local businesses, and organizations, and promote creativity and ingenuity in strategies that support all within Columbus; and
WHEREAS, the current grant agreement ends April 30, 2026; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of Neighborhoods to modify and extend the grant agreement with Neighborhood Design Center to prevent delays in on going projects needed to advance 614 Beautiful prior to the expiration of the current grant agreement, all for the immediate preservation of public health, peace, property, safety and welfare; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Neighborhoods is hereby authorized to amend the grant agreement terms with the Neighborhood Design Center to extend the end date to April 30, 2027.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Code.
SECTION 3. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
