Explanation
 
Background
The Recreation and Parks Department solicited bids for the Barber Roselea Senior Center Demolition Project.   Four (4) bids were received and opened by the Recreation and Parks Department on August 26, 2008.  The bids are as follows:

It is the recommendation of the Recreation and Parks Department to award the bid to S.G. Loewendick & Sons, Inc. who submitted the lowest and best responsive and responsible bid.
 
The project includes the demolition of one building, wooden shed, and arbor structure; the removal of vegetation and concrete walks; capping off existing utilities; backfill, final grading and seeding.  Asbestos removal is also required.  This project will remove a building from Whetstone Park that has housed senior programming and has rapidly deteriorated over the last few years.  The senior's group will be relocated to the newly renovated Whetstone Recreation Center.
 
A project contingency in the amount of $7,650.00 is included in this legislation.
 
The Contract Compliance Number for S.G. Loewendick & Sons, Inc. is #31-4420502 and the contract compliance is effective through 08/31/09.
 
Emergency action is necessary so that the project can be completed during the construction season, but it was necessary to wait until the new space could be occupied at the Recreation Center.
 
Fiscal Impact:
$50,000.00 is required and budgeted in the 1999/2004 Recreation and Parks Voted Bond Fund to meet the financial obligation of this contract.

To authorize the Director of Recreation and Parks to enter into contract with S.G. Loewendick & Sons, Inc. for the Barber Roselea Senior Center Demolition Project, to authorize the expenditure of $50,000.00 from the 1999/2004 Recreation and Parks Voted Bond Fund, and to declare an emergency.  ($50,000.00)
 
Body
 
WHEREAS, bids were received by the Recreation and Parks Department on August 26, 2008 and the contract for the Barber Roselea Senior Center Demolition Project will be awarded to S.G. Loewendick & Sons, Inc. on the basis of the lowest and best responsive and responsible bidder; and
 
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract with S.G. Loewendick & Sons, Inc. in order to allow the demolition project to be completed during the construction season; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with S.G. Loewendick & Sons, Inc. for the Barber Roselea Senior Center Demolition Project, in accordance with the plans and specifications on file in the Recreation and Parks Department.
           
SECTION 2.   That the expenditure of $50,000.00, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:

SECTION 3.   That for the purpose of paying for any contingencies which may occur during this project, the amount of $7,650.00 has been included in Section 2, above.  This amount will be expended only after approval by the Director of the Recreation and Parks Department, certification by the City Auditor, and approval of the City Attorney.      
 
SECTION 4.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
SECTION 5.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
