Explanation
 
Need:  The Civil Service Commission needs to enter into a contract with the Association for Psychotherapy, Inc. for the psychological screening of police officer applicants who were hired and who started at the Police Academy on July 16, 2007, and for the psychological screening of police officer applicants that are to be hired for the Police Academy class that begins on December 17, 2007.
 
Bid Information:  In 2005, the City of Columbus Civil Service Commission, acting by and through the Executive Secretary of Civil Service Commission, entered into an agreement with the Association for Psychotherapy Inc.  The contract was funded with monies from the Department of Public Safety, Division of Police budget.
 
When the funds were exhausted, the Department of Public Safety and the Civil Service Commission submitted ordinance 1126-2007, which City Council passed on July 23, 2007.  That ordinance waived the provisions of competitive bidding, and authorized the Public Safety Director to enter into contracts with the Association for Psychotherapy, Inc. for both psychological counseling for police officers as well as psychological screening of police officer applicants.  The ordinance should have authorized the Civil Service Executive Secretary rather than the Director of Public Safety to enter into the contract for the psychological screening of police officer applicants.  This ordinance corrects that technical error and is solely for the purpose of funding the psychological screening of police officer applicants.
 
Emergency Designation:  Emergency legislation is requested in order to pay for the screening of police officer applicants who began training at the Police Academy on July 16, 2007, and to pay for the psychological screening of police officer applicants who will begin training at the Police Academy on December 17, 2007.
 
Contract Compliance Number:  311441549, expires 12/2/2007
 
FISCAL IMPACT:  Funding for this service was budgeted in the Division of Police's General Fund budget.  The funds set up on AC027426 per 1126-2007 for the psychological screening of police officer applicants were cancelled when the aforementioned error was discovered.  Therefore, it is necessary to transfer the funds needed for this contract from the Department of Public Safety, Division of Police, to the Civil Service Commission to more accurately align budget authority for this expenditure.

WHEREAS, in 2005, the City of Columbus Civil Service Commission entered into an agreement with the Association for Psychotherapy, Inc. for psychological screenings; and
 
WHEREAS, it is now necessary to authorize the transfer of funds within the General Fund from the Department of Public Safety, Division of Police, to the Civil Service Commission in order to properly align budget authority for this expenditure; and
 
WHEREAS an emergency exists in the usual daily operation of the Civil Service Commission, in that it is immediately necessary to pay for psychological screenings that have already been performed with police officer applicants hired in the class that began on July 16, 2007 and, to enter into a new contract with the Association for Psychotherapy so that psychological screening services can continue to be provided on an uninterrupted basis and the Police Academy class scheduled for  December 17, 2007 can begin as scheduled thereby preserving the public peace, property, health, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1.  That the Executive Director of the Civil Service Commission be and is hereby authorized and directed to enter into a contract with Association for Psychotherapy, Inc. for the purpose of administering psychological screenings to police officer applicants for the Division of Police.
 
SECTION 2.  That the Auditor is authorized to transfer $27,500.00 from the Department of Public Safety, Division of Police, to the Civil Service Commission as follows:

SECTION 3.  That the expenditure of $27,500.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
