Explanation

 

BACKGROUND: This legislation authorizes the Finance and Management Director to associate the General Budget Reservation resulting from this ordinance with the following current and pending Universal Term Contract Purchase Agreement listed below for the Division of Sewerage and Drainage. The contract will be used by the Sewer System Engineering Section (SSES) to purchase replacement parts and services for flow monitoring equipment that is used to monitor the flow of storm water throughout the City’s sewage system.

 

The Purchase Agreement association listed requires approval by City Council in order for the division to expend more than $100,000.00, per Columbus City Code Section 329.

 

UNIVERSAL TERM CONTRACT PURCHASE AGREEMENT: PA005511 - ADS Flow Monitoring Parts and Services

 

VENDOR: ADS LLC, vendor #010326, majority vendor

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search. 

 

FISCAL IMPACT:  $210,000.00 is budgeted and needed for this purchase.  This ordinance is contingent on the passage of the 2024 Operating Budget, Ordinance 3012-2023.

Title

 

To authorize the Finance and Management Director to associate the General Budget Reservation resulting from this ordinance with the appropriate current and pending Universal Term Contract Purchase Agreement for the purchase of ADS Flow Monitoring Parts and Services for the Division of Sewerage and Drainage, Sewer System Engineering Section; and to authorize the expenditure of $210,000.00 from the Sewer Operating Fund. Body

 

WHEREAS, the Purchasing Office has established current and pending Universal Term Contract Purchase Agreements for the purchase of ADS Flow Monitoring Parts and Services; and

 

WHEREAS, the expenditure of $210,000.00 or so much thereof as is needed for the purchase of replacement parts and services from and within the Division of Sewerage Operating Fund; and

 

WHEREAS, the contract will be used at by the Sewage System Engineering Section for replacement parts and services for equipment used to monitor the flow of storm water throughout the City’s sewage system; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Finance and Management Director to associate the General Budget Reservation resulting from this ordinance with the appropriate current and pending Universal Term Contract Purchase Agreements for the purchase of ADS Flow Monitoring Parts and Services; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director be and is hereby authorized to associate the General Budget Reservation resulting from this ordinance with the appropriate current and pending Universal Term Contract Purchase Agreement for the purchase of ADS Flow Monitoring Parts and Services.

 

SECTION 2.  That the expenditure of $210,000.00 or so much thereof as may be needed, be and is hereby authorized in Fund 6100 (Sewer Operating-Sanitary) $200,000.00 in object class 02 Materials and Supplies and the expenditure of $10,000.00 in object class 03 Services per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.   That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
