Title: To authorize the Finance and Management Director to establish a purchase order for the purchase of longitudinal channelizers for the Transportation Division consistent with the terms and conditions of a pending citywide contract; to authorize the expenditure of $100,000.00 or so much thereof as may be needed from the 1995, 1999, 2004 Voted Streets and Highways Fund and to declare an emergency. Explanation
The Public Service Department, Transportation Division, is responsible for creating and maintaining safe and efficient vehicular and pedestrian traffic flows.  This mission is effected by utilizing longitudinal channelizers.  Longitudinal channelizers are the combination of raised, rounded, easily mountable, inter-locking separators profiled by highly reflective elements and reboundable traffic posts working together to assist motorists navigating difficult traffic situations and to discourage motorists from making dangerous and sometimes illegal traffic movements.
 
Formal competitive bids were received and opened on November 10, 2005 for longitudinal channelizers (SA001811).  The Purchasing Office is establishing a citywide contract for the purpose of acquiring channelizers (Ordinance 0257-2006, pending).  The citywide contract vendor is Columbus Supply.
 
This ordinance authorizes the purchase of longitudinal channelizers for the Transportation Division in the amount of $100,000.00.
 
Fiscal Impact:  This purchase is budgeted within the Transportation Division's 2005 Capital Improvements Budget in the 1995, 1999, 2004 Voted Streets and Highways Fund in the Curb Replacement project.
 
Emergency action is requested to expedite the receipt of this commodity that is needed immediately for utilization in the division's on-going traffic calming programs.

Body
WHEREAS, the Transportation Division is responsible for creating and maintaining safe and efficient vehicular and pedestrian traffic flows; and.  
 
WHEREAS, this mission is effected by utilizing longitudinal channelizers; and
 
WHEREAS, the Purchasing Office is establishing a citywide contract for the purpose of acquiring channelizers per Ordinance 0257-2006, pending; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary to procure longitudinal channelizers for utilization in the division's on-going traffic calming programs, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director be and hereby is authorized to establish a purchase order in the amount of $100,000.00 for the purchase of longitudinal channelizers for the Transportation Division consistent with the terms and conditions of a citywide contract being established by the Purchasing Office that is authorized by pending Ordinance 0257-2006.
 
SECTION 2.  That for purposes of paying the cost of said longitudinal channelizers the expenditure of $100,000.00 or so much thereof as may be needed be and hereby is authorized from Fund 704, the 1995, 1999, 2004 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385 and Project 530210.
 
SECTION 3.  That for the reasons stated in the preamble hereto that is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
