Explanation
The purpose of this legislation is to authorize the Director of Finance and Management to establish a purchase order for the purchase of various Light Duty Trucks for the Division of Sewerage and Drainage, Sewer Design from established Universal Term Contract.
 
The vehicles will be used for by crews of the, Sewer Design Section for maintenance, repair, inspections and rehabilitation projects. The vehicles are being purchased from the lowest, responsive and responsible bidder for these items, White Family of Dealerships. The Division of Sewerage and Drainage has exceeded the dollar threshold allowed by Columbus City Code for purchasing from Universal Term Contracts.
 
Due to a manufacturers order cut off date of March 23, 2007, this legislation is being processed as an emergency to allow the order to be placed with the dealership before the cut off date.

To authorize the Director of Finance and Management to establish a  purchase orders for the purchase of Light Duty Trucks with White Family of Dealerships for the Division of Sewerage and Drainage, to authorize the expenditure $45,510.00of from the Sewerage System Operating Fund, and to declare an emergency. ($45,510.00)
 
Body
 
WHEREAS, the Purchasing Office opened formal bids for the option to purchase Light Duty Trucks, and
 
WHEREAS, a Universal Term Contract was established with White Family of Dealerships, and
 
WHEREAS, the Sewer Design section of the Division of Sewerage and Drainage has a need to purchase various Light Duty Trucks for crews to be used for maintenance and inspection of projects, and
 
WHEREAS, purchase orders will be issued in accordance with the terms and specifications of Solicitation Number: SA001717 on file in the Purchasing Office; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to enter into a purchase orders prior to manufacturer cut off date of March 23, 2007 with White Family of Dealerships  for the immediate preservation of the public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with White Family of Dealerships  for the purchase of various Light Duty Trucks for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
Section 2. That the expenditure of $45,510.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, as follows:

Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
