Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with the Greater Linden Development Corporation for the operation of the Linden Crime Prevention Partnership for a twelve-month period. The total amount of this contract is $52,000.00.
The contract will be with the Greater Linden Development Corporation to provide the Linden Crime Prevention Partnership. This is a program designed to reduce crime in the area through the establishment of many coordinated programs, including: the nuisance abatement program; operating monthly Blockwatch Alliance meetings, annual clean up campaigns, including the Litter League, coordinating National Night Out and coordinating the Weed Abatement program in the Linden area.
This ordinance is submitted as an emergency so that these vital program services can begin immediately.
FISCAL IMPACT: $52,000.00 is available through the Public Safety Initiatives Fund.

To authorize the appropriation of $52,000 from the Public Safety Initiatives Fund to the Department of Development; to authorize the Director of the Department of Development to enter into contract with Greater Linden Development Corporation for the operation of the Linden Crime Prevention Partnership; to authorize the expenditure of $52,000.00 from the Public Safety Initiatives Fund; and to declare an emergency. Body
WHEREAS, the Director of the Department of Development desires to enter into a contract with Greater Linden Development Corporation for the provision of a crime prevention program; and
WHEREAS, the contract will be with the Greater Linden Development Corporation to provide the Linden Crime Prevention Partnership; and
WHEREAS, this is a program designed to reduce crime in the area through the establishment of many coordinated programs, including: the nuisance abatement program; operating monthly Blockwatch Alliance meetings, annual clean up campaigns, including the Litter League, coordinating National Night Out and coordinating the Weed Abatement program in the Linden area; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate said funds and to enter into a contract with Greater Linden Development Corporation so that these vital program services can begin immediately, all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to appropriate $52,000.00 within the Public Safety Initiatives Fund, Fund 016, to the Department of Development, Neighborhood Services Division, Division 44-05, Object Level One 03, Object Level Three 3337, OCA Code 440516.
Section 2. That the Director of the Department of Development be and is hereby authorized to enter into a contract with the Greater Linden Development Corporation for the period of March 1, 2008 to February 28, 2009 for the operation of the Linden Crime Prevention Partnership.
Section 3. That for the purpose as stated in Section 2, the expenditure of $52,000.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the Public Safety Initiatives Fund, Department of Development, Department No. 44-05, Fund 016, Object Level One 03, Object Level Three 3337, OCA Code 440516.
Section 4. That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959, as amended.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
