Explanation
Background: Ordinance 0114-2007, passed January 29, 2007, authorized the Director of the Department of Development to accept a Certified Local Government Grant from the Ohio Historic Preservation Office in the amount of $5,020.00 for the purpose of conducting a feasibility study of the Griggs Dam Tender's (Richards) House located at James J. Thomas Park, 3329 Riverside Drive. This legislation authorizes the appropriation of those funds to the Department of Development to fund a contract with Schooley Caldwell Associates to perform the study.
Fiscal Impact: This legislation appropriates $5,020.00 from the unallocated balance of the General Government Grant Fund. The grant requires a 60/40 match from the City. The matching share requirement of $3,347.00 will be provided from the General Fund.
This ordinance is submitted as an emergency to allow the feasibility study to begin immediately in order to determine the work necessary to bring the building into city code compliance.

Whereas, this legislation authorizes the appropriation of those funds to the Department of Development to fund a contract with Schooley Caldwell Associates to perform the work; and
Whereas, this legislation appropriates $5,020.00 from the unallocated balance of the General Government Grant Fund; and
Whereas, this ordinance is submitted as an emergency to allow the feasibility study to begin immediately in order to determine the work necessary to bring the building into city code compliance; and
Whereas, an emergency exists in the usual daily operation of the Department of Development, that it is immediately necessary to provide an appropriation for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unallocated monies in the General Government Grant Fund, Fund No. 220, Grant No. 447004, and from any and all sources unallocated for any other purpose during the fiscal year ending December 31, 2007, the sum of $5,020.00 be and hereby is appropriated to the Department of Development, Neighborhood Services Division, Division 44-05, Object Level One 03, Object Level Three 3336, OCA Code 447004.
Section 2. That the monies appropriated in the foregoing Section 1 shall be paid upon the order of the Development Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
