Explanation
Background
This Ordinance authorizes the Director of Recreation and Parks to increase a grant agreement with the following non-profit organization: LifeCare Alliance, to administer the Senior Farmer’s Market Nutrition Program and distribute vouchers for the period April 1, 2023, through November 30, 2023.
This program will provide vouchers for seniors to redeem with local organized markets, including the North Market, in various Central Ohio counties. Approximately 5,100 individuals are expected to receive vouchers.
Authorization of said grant agreement was initially approved by Ordinance 0703-2023 on March 30, 2023. This Ordinance will allow the Central Ohio Area Agency on Aging (COAAA) to distribute additional ARPA grant funds received from the Ohio Department of Aging (ODA) to increase the number of vouchers available to older adults.
EMERGENCY DESIGNATION:
Emergency action is requested so that the allocated funding can be utilized to provide vouchers prior to the program’s culmination on November 30, 2023.
This ordinance is contingent on the passage of appropriation Ordinance 2392-2023.

FISCAL IMPACT
This legislation authorizes the expenditure of $44,701.00 from the Recreation and Parks Grant.
A total of $232,648.00 was previously paid to LifeCare Alliance to administer the Senior Farmer’s Market Nutrition Program and distribute vouchers for the period April 1, 2023, through November 30, 2023. This payment was initially authorized by Ordinance 0703-2023.

Body
WHEREAS, the Ohio Department of Aging, through American Rescue Plan Act (ARPA) funding, has awarded the Central Ohio Area Agency on Aging a grant of $44,701.00 for the Senior Farmer's Market Nutrition Program; and
WHEREAS, this ordinance is contingent upon the passage of Ordinance 2392-2023, which authorizes and directs the Director of the Recreation and Parks Department, on behalf of the Central Ohio Area Agency on Aging, to accept and appropriate the grant award of $44,701.00 to the Recreation and Parks Grant Fund; and
WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to increase the grant agreement with LifeCare Alliance to allow the additional funds to be utilized for the Senior Farmer’s Market program; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to increase said agreement to ensure services are delivered to older adults without delay, as funding for services must be utilized by November 30, 2023; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department be, and is hereby, authorized to increase the grant agreement by the sum of $44,701.00 with LifeCare Alliance for the Senior Farmer’s Market Nutrition Program for the period April 1, 2023 through November 30, 2023.
SECTION 2. That the expenditure of $44,701.00 or so much thereof as may be necessary, be and is hereby authorized from Recreation and Parks Grant Fund No. 2286, Department No. 51, to pay the cost thereof, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all agreements or agreement modifications associated with this legislation.
SECTION 5. That this ordinance is contingent upon the passage of Ordinance 2392-2023.
SECTION 6. That, for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
