Explanation
 
Background:
This ordinance will grant permission to various groups to apply for temporary liquor permits authorizing the sale of alcoholic beverages at special events to be held during 2007 as listed in Section 1.
 
These organizations wish to sell alcoholic beverages to eligible patrons on various public streets and property to be used for the events.  There were no reports of violence or public intoxication at these events last year.
 
The City of Columbus, acting by and through its Director of Recreation and Parks, is required to grant approval to the organizers of these events so they may obtain the required permits from the Ohio Division of Liquor Control.

WHEREAS, the following special events will take place during 2007: Columbus Arts Festival; CD101 for the Kids; Festival Latino; Dancing & Rocking in the Streets; Pride Festival; Comfest; Red, White & Boom; North Market Food and Ohio Wine Festival; Jazz & Rib Fest; Riverfest; OSU Football Celebration; Varsity Club Crank-Up Parties; Hineygate Party; Hot Times Community Music & Arts Festival; Via Colori; the Columbus Italian Festival; and
 
      WHEREAS, following precedent, the organizers of these events wish to sell alcoholic beverages at said events; and
 
      WHEREAS, to this end, permission from the City of Columbus is required as it is the property owner involved; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to the following organizations to apply for appropriate liquor permits to enable the non-profit groups to sell alcoholic beverages during the hours specified in said permits and at a specified locations during their 2007 special events:
 
1)    Greater Columbus Arts Council for the Columbus Arts Festival, June 7-10;
2)    CD101 for the Kids for the CD101 for the Kids, June 8-9;
3)    Ohio Hispanic Coalition for Festival Latino, June 15-16;
4)    Union Station Foundation for Dancing & Rocking in the Streets, June 22-23;
5)    Stonewall Columbus for the Pride Festival, June 23;
6)    Community Festival for Comfest, June 22-24;
7)    Red, White & Boom! Inc. for Red, White & Boom, July 3;
8)    North Market Development Authority for the North Market Food and Ohio Wine
       Festival, July 13-15;
9)    Friends of the Cultural Arts Center for the Jazz & Rib Fest, July 20-22;
10)  Boys & Girls Clubs of Columbus for Riverfest, August 11;
11) University Area Enrichment Association for the OSU Football Celebration, Sept. 1,
      Sept. 8, Sept. 22,  Oct. 20, Nov. 3 and Nov. 10;
12)  Kids-N-Kamp, Maynard Avenue United Methodist Church, St. Thomas More
       Newman Center, and Neighborhood Services, Inc. for the Varsity Club Crank-Up
      Parties, Sept. 1, Sept. 8, Sept. 22, Oct. 13, Oct. 20, Nov. 3, and Nov. 10;
13)  Give Kids the World, The Childhood League Center, The Make-A-Wish
      Foundation, Charity Newsies, Starr Commonwealth, and Miracle for Madison
       Fund at The Ohio State University Medical Center for the Hineygate Party on
       Sept. 1, Sept. 8, Sept. 22,  Oct. 13, Oct. 20, Nov. 3 and Nov. 10;
14)   Arts Foundation of Olde Towne for the Hot Times Community Music & Arts
        Festival, Sept. 7-9;
15)   Children's Hospital Foundation for Via Colori, Sept. 8-9;
16)   Saint John the Baptist Italian Catholic Church for the Columbus Italian Festival,
        Oct. 5-7;  
 
            SECTION 2.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
