Explanation
 
Ordinance No. 2541-94, passed on December 12, 1994, revised the Employee Incentive Awards Program. Employee Focus Group Sessions, which consisted of members from labor and management, have met within the past year to review the guidelines of the Employee Incentive Awards Program. Based upon the outcome of those Focus Group Sessions, the Employee Incentive Awards Program will be revised in phases with this being the first of several additional revisions during fiscal years 2006 and 2007:
    • The application process will better enable the committee to identify and reward employees who through their innovation have positively impacted City government operations. This process will improve participation and encourage involvement. The application process will be available on line as well as in paper form. It provides guidance and assistance to employees if they should choose to participate.

    • The awards will focus on increased efficiency, greater productivity, enhanced safety, quality customer service delivery, cost effectiveness and revenue enhancement.
    • The suggestion awards have been re-titled and revised to further encourage employees to develop on-the-job ideas and suggestions that improve service delivery while reducing cost.
    • The Mayor's Awards of Excellence have been revised to incorporate the Mayor's Initiative to make performance matter into the awards process and to recognize employees, who have demonstrated outstanding service delivery, provided community service, improved service delivery through technology, demonstrated creative use of community resources or partnerships and have assisted another through a lifesaving or heroic act.

    • A Skills Development component has been added to provide employees with new skills and techniques that lead to self-development and improved customer service delivery while reducing cost. The courses necessary for completion of each program are designed to enhance the employee's knowledge, skills and abilities in the particular area.
    • The QWL Outstanding Service Award has been added to recognize individuals who have provided outstanding service in the Quality of Working Life Program.
    • A Safety Incentive Program has been added to acknowledge and reward the Occupational Health and Safety efforts of employees.

This ordinance replaces Ordinance No. 2541-94 and reflects the changes proposed by the Employee Focus Group participants and the Department of Human Resources.
 
Emergency action is requested in order for the provisions to be effective for the 2006 Employee Incentive Awards Program
 
FISCAL IMPACT:
 
Upon adoption of the suggestions, employees will receive the appropriate award as well as monetary compensation. Monetary awards are funded through the benefiting division or department. The Department of Human Resources will fund the cost associated with the rental of a non-city owned site (all city-owned sites will be free of charges) for an annual Employee Recognition Program, the cost of a continental breakfast for those in attendance of the annual Employee Recognition Program, any items that are deemed necessary to adequately recognize those who are being honored and for those who throughout the year perform in a manner worthy of recognition.
 
Recognition on an individual basis will not exceed $100.00 excluding all monetary awards that are associated with the Saving Suggestion Program and the Mayor's Award of Excellence.
 
All monetary awards that are associated with the Saving Suggestion Program and the Mayor's Award of Excellence are funded through the benefiting division or department.

Body
 
WHEREAS, the Employee Incentive Awards Program was established by Ordinance No. 733-86 and later revised by Ordinance No. 2541-94; and
 
WHEREAS, the Employee Focus Group participants consisting of members of labor and management have extensively reviewed the guidelines contained within Ordinance No. 2541-94; and
 
WHEREAS, the Employee Focus Group participants have agreed to recommend revisions to the existing Employee Incentive Awards Program to improve the program to better recognize employees who have enhanced the city's ability to provide services efficiently and effectively; and
 
WHEREAS, these recommended changes are outlined in this Ordinance; and
 
WHEREAS, an emergency exist in the usual daily operation of the City in that it is immediately  a in the it is necessary to seek City Council's approval by presenting this Ordinance so that the new guidelines can be implemented as soon as possible, thereby preserving the public peace, property, health, safety and welfare; Now, Therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  Employee Focus Group consisting of representative from labor and management have met within the past year to review the guidelines of the Employee Incentive Awards Program as established by Ordinance No.2541-94. Based upon the outcome of those Focus Group Sessions proposed revisions to the existing guidelines are being made in order to more effectively and efficiently administer the program.
 
SECTION 2.  That the following revised guidelines for the Employee Incentive Awards Program are hereby established:

SECTION 3.  That Ordinance Number 2541-94 is hereby repealed in its entirety.  Pending suggestions shall be grandfathered under Ordinance Number 2541-94 unless the monetary award would be greater under the revised ordinance.
 
SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof , this ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
