Explanation

This ordinance authorizes the Director of Finance and Management to enter into a contract on behalf of the Division of Police with Sirchie Acquisition Company, LLC for the purchase and outfitting of a Ford Transit van to be utilized as a digital forensic mobile response vehicle.  The digital forensic mobile response vehicle will be able to process digital forensic evidence at the scene upon proper authorization through consent or warrant. The total cost for the van and outfitting will be $215,000.00.

 

 

Bid Information:  RFQ025259 was opened on 7/27/2023.  There were a total of four bids submitted.  The lowest most responsive bidder, Sirchie Acquisition Company, LLC, was awarded the bid.

Emergency Designation: Emergency legislation is necessary to enter into contract immediately to be able to procure the van by the deadline of the relevant grant, which is the end of 2023.

 

Title

To authorize the Director of the Finance and Management Department to enter into contract with Sirchie Acquisition Company, LLC for the purchase of one outfitted Ford Transit van; to authorize the expenditure of $215,000.00 as an advance payment within the General Government Grant Fund; and to declare an emergency. ($215,000.00)

 

Body

WHEREAS, The Division of Police is in need of a digital forensic mobile response vehicle to respond to scenes that are in need of processing digital forensic evidence; and

 

WHEREAS, The digital forensic mobile response vehicles will be used at the scene upon proper authorization through consent or warrant; and

 

WHEREAS, RFQ025259 was opened on July 27, 2023.  There were a total of four bids submitted.  The lowest most responsive bidder, Sirchie Acquisition Company, LLC, was awarded the bid; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Public Safety, Division of Police, in that it is immediately necessary to enter into contract with Sirchie Acquisition Company, LLC to purchase the vehicle before the relevant grant deadline, which is the end of 2023, and to facilitate forensic evidence processing, all for the immediate preservation of the public peace, health, property, and safety;  NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Finance and Management Department, on behalf of the Division of Police, is authorized to enter into contract with Sirchie Acquisition Company, LLC, for one outfitted Ford Transit Van in an amount not to exceed $215,000.00.

 

SECTION 2. That per the action authorized in Section 1 of this ordinance, the expenditure of $215,000.00 and advance payment to the vendor in order to meet grantor requirements, or so much thereof as needed, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
