Explanation

 

BACKGROUND:  The Department of Public Safety, Division of Fire received grant award 24-110-TR-UNC in the amount of $12,500.00 from the Public Utilities Commission of Ohio for a Joint Hazard Assessment Team (JHAT) course for 30 Division of Fire personnel. The award period is from September 4, 2024 through June 30, 2025.  This legislation authorizes the Public Safety Director to accept the grant award, appropriates the grant funds, and authorizes the expenditure of up to $12,500.00 of the grant’s funds.  This grant allows for 30 Division of Fire personnel to enroll in a Joint Hazard Assessment Team (JHAT) course.

Emergency Designation:  Emergency legislation is requested so that Division of Fire personnel may enroll in the Joint Hazard Assessment Team course prior to the impending expiration of the grant award period.

 

FISCAL IMPACTThis ordinance authorizes the acceptance, appropriation of $12,500.00 in the General Government Grant Fund, and expenditure of up to $12,500.00 from the General Government Grant Fund.  This is a 100 percent grant award.  There is no revenue generated, nor matching requirement from the General Fund.

($12,500.00)

WHEREAS, it is in the best interest of the City of Columbus for the Public Safety Director to accept a grant award from the Public Utilities Commission of Ohio for 30 Division of Fire personnel to enroll in a Joint Hazard Assessment Team (JHAT) course; and

 

WHEREAS, it is necessary to appropriate funds for said grant; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $12,500.00 from the General Government Grant Fund for Division of Fire personnel to enroll in a Joint Hazard Assessment Team (JHAT) course; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize the Public Safety Director to accept the grant, authorize appropriation of funds, and authorize expenditure of funds so that said Division of Fire personnel may enroll in a Joint Hazard Assessment Team (JHAT) course within the grant cycle, all for the immediate preservation of the public health, peace, property, safety, and welfare: and now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Public Safety Director be and is hereby authorized and directed to enter into a grant agreement with the Public Utilities Commission of Ohio to accept a grant award in the amount of $12,500.00 for a Joint Hazard Assessment Team (JHAT) course for 30 Division of Fire personnel.

 

SECTION 2. That from the unappropriated monies in the General Government Grant Fund, Fund No. 2220 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the award period, the sum of $12,500.00 is hereby appropriated to Columbus Division of Fire 3004 according to the attached accounting document.

 

SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the City Department named above; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source associated with this ordinance.

 

SECTION 6. That the Public Safety Director be and is hereby authorized to expend up to $12,500.00 of the aforementioned appropriated grant funds from the General Government Grant Fund for the purpose of enrollment of 30 Division of Fire personnel into a Joint Hazard Assessment Team (JHAT) course.

 

SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
