Explanation
This legislation authorizes the Executive Director of the Office of CelebrateOne, on behalf of the Mayors Office, to modify services contract with The Center for Healthy Families, Inc, a non-profit corporation. The original contract utilized funding from the Ohio Department of Medicaid Grant (G402500) for home visiting services. This modification is necessary to continue the work, aimed at reducing the infant mortality rate in the City of Columbus, as home visiting is no longer covered by the Ohio Department of Medicaid.
The contract is for the period of January 1st 2025 to December 31st 2025. This modification is to edit the services from “home visiting” to “young parental support and educational services”. There is no additional fiscal cost for this modification. The need for the change has arisen due to changes in the reimbursable costs via the Department of Medicaid that have occurred over the timeline of this grant cycle. It is in the best interest of the City to finish the work of this grant, by allowing the Center for Healthy Family to continue their other programming endeavor that also strives towards the goal of reducing the infant mortality rate. These services are already known and the costs are comparable to the initial home visiting services.
This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.

The company is not debarred according to the System for Award Management of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: There is no additional funding require so there is no further fiscal impact. The funding of $130,000.00 was allotted for the 2025 ODM Grant Cycle by Ord. 0480-2025, of which $64,467.81 remains for the 2025 calendar year.
EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to allow services to continue that will aid in reducing the infant mortality rate, per the goals of CelebrateOne and the Ohio Department of Medicaid Grant, for the health and prosperity of City of Columbus citizens.

WHEREAS, the CelebrateOne entered into a contract with The Center for Healthy Families Inc. for the purpose of providing services to reduce the infant mortality rate, listed as home visiting services, and
WHEREAS, this contract utilized funding from the Ohio Department of Medicaid Grant (G402500) for home visiting services. This modification is necessary to continue the work, aimed at reducing the infant mortality rate in the City of Columbus, as home visiting is no longer covered by the Ohio Department of Medicaid, and
WHEREAS, the contract is for the period of January 1st 2025 to December 31st 2025, this modification is to edit the services from “home visiting” to “parental support and educational services”, and
WHEREAS, the vendor and grantor have agreed to modify these services and conditions, and
WHEREAS, It is in the best interest of the City to finish the work of this grant, by allowing the Center for Healthy Family to continue their programming endeavor of young parental support and educational services that also strives towards the goal of reducing the infant mortality rate, and
WHEREAS, These services are already known and the costs are comparable to the initial home visiting services and still advance the mission of the grant funds and CelebrateOne, and
WHEREAS, the services of young parental support and educational services do not add any fiscal impact to the city of Columbus as they utilize the same grant funds as the initial home visiting services, and
WHEREAS, an emergency exists in the usual daily operation of CelebrateOne, Office of the Mayor, in that it is immediately necessary to authorize the Executive Director of CelebrateOne, on behalf of the Office of the Mayor, to modify the contract with Center for Healthy Families without delay change from “home visiting services ” to “young parental support and educational services” because "home visiting services" are no longer covered by the Ohio Department of Medicaid and to allow authorized services to continue without interruption, all for the immediate preservation of the public health, peace, property and safety; and now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of CelebrateOne, on behalf of the Mayor’s Office, is hereby, authorized to modify the contract with The Center for Healthy Families Inc, (PO510210) for the provision of services from “home visiting services" to “young parental support and educational services” because "home visiting services" are no longer covered by the Ohio Department of Medicaid, in accordance with the terms and conditions as shown in the agreement on file with CelebrateOne. The services listed in the contract as “Home Visiting Services” shall be changed to “young parental support and educational services”.
SECTION 2. That this modification is in accordance with the relevant provisions of Chapter 329 of City Code relating to contract modifications.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
