Explanation
1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into an agreement with DLZ Ohio, Inc., in the amount of $226,176.52, for professional engineering services for the Ferris Road Area Water Line Improvements Project.
The purpose of this project is to construct necessary improvements to the water distribution system in the Ferris Road Area.  The improvements identified in the scope of work will replace or rehabilitate mains that have high break histories and require frequent maintenance.  This project includes five individual sites located at Fenton Street, Beaumont Road, Ferris Road, Melrose Avenue West, and Elmore Avenue, for a total of approximately 2,810 linear feet of 6-inch and 6,790 linear feet of 8-inch water mains within the project area.
2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:  The goal of this project is to replace or rehabilitate water lines that have a high break frequency and, in some cases, increase the size of currently under-sized water lines.  Replacement of these water lines will decrease burden on water maintenance operations.  The new lines constructed under this project should eliminate the pattern of frequent water line breaks and may improve Department revenue through reducing unbilled water loss.
The Neighborhood Liaison(s) will be contacted and informed of this project during the design phase.  Further community outreach may result through the Neighborhood Liaison Program.
3. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  1. proposal quality, 2. project schedule, 3. environmentally preferable offeror, and 4. local workforce.
 
Requests for Proposals (RFP's) were received on July 20, 2012 from ME Companies, Ribway Engineering Group, Inc., and DLZ Ohio, Inc.
An evaluation committee reviewed the proposals and scored them based on the criteria mentioned above.  The Department of Public Utilities recommends that the contract be awarded to DLZ Ohio, Inc.,
 
The Contract Compliance Number for DLZ Ohio, Inc. is 31-1268980 (expires 2/22/13, MBR).  Additional information regarding each bidder, description of work, contract time frame and detailed amounts can be found on the attached Information form.
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against DLZ Ohio, Inc.
4. FISCAL IMPACT:  Funds for this project are included within the Water Works Enlargement Voted Bonds Fund.

WHEREAS, three technical proposals for professional engineering services for the Ferris Road Area Water Line Improvements Project were received on July 20, 2012; and
WHEREAS, the Department of Public Utilities recommends that the contract be awarded to DLZ Ohio, Inc.; and
WHEREAS, it is necessary for this Council to authorize the City Auditor to expend funds within the Water Works Enlargement Voted Bonds Fund for the Ferris Road Area Water Line Improvements Project; and
WHEREAS, it has become necessary in the usual daily operation of the Division of Power and Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into a professional engineering services agreement for the Ferris Road Area Water Line Improvements Project, for the preservation of the public health, peace, property and safety;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Public Utilities be and hereby is authorized to enter into a professional engineering services agreement for the Ferris Road Area Water Line Improvements Project with the best, most responsive, and responsible bidder, DLZ Ohio, Inc., 6121 Huntley Road, Columbus, OH  43229; in the amount of $226,176.52; in accordance with the terms and conditions of the contract on file in the Office of the Division of Power and Water.
SECTION 2.  That the expenditure of $226,176.52 is hereby authorized for the Ferris Road Area Water Line Improvements Project within the Water Works Enlargement Voted Bonds Fund, Fund No. 606, Division 60-09, Project No. 690236-100054 (New Funding), OCA Code 623654, Object Level Three 6677.
SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 4.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 5.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 6.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
