CITY DEPARTMENTS' RECOMMENDATION: Approval. The 19.80± acre site consists of one undeveloped parcel in the L-C-4, Limited Commercial District. The requested L-AR-1, Limited Apartment Residential District will allow a multi-unit residential development with a maximum of 368 units, as demonstrated with the submitted site plan. The proposal is consistent with the Northland Plan - Volume II (2002) recommendation that infill development be compatible with surrounding land uses. The proposed multi-unit residential development is consistent with the prevailing residential development pattern in the surrounding area and will further the city’s objective of creating more housing in all areas of the city.

WHEREAS, application #Z24-042 is on file with the Department of Building and Zoning Services requesting rezoning of 19.80± acres from L-C-4, Limited Commercial District, to the L-AR-1, Limited Apartment Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of the zoning change because the requested L-AR-1, Limited Apartment Residential District will allow multi-unit residential development that is consistent with the area’s emerging residential development pattern and will further the city’s objective of creating more housing; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

INTRODUCTION:
The site is + 19.80 acres on the west side of North Hamilton Road, south of East Dublin Granville Road and north of Morse Road. The site consists of one (1) parcel: 545-257080. Applicant proposes to develop the site with an apartment complex (368 dwelling units). The site plan titled “Langham at Chestnut Hill,” hereafter “Site Plan,” is submitted with this application as the site development plan.
1. PERMITTED USES: The permitted use shall be an apartment complex and accessory uses to an apartment complex, as permitted by Chapter 3333, Apartment Districts, Section 3333.02 AR-12, ARLD and AR-1 Apartment Residential Use.
2. DEVELOPMENT STANDARDS: Unless otherwise indicated on the Site Plan or in this written text, the applicable development standards shall be those standards contained in Chapter 3333, Apartment Districts, Chapter 3312, Off-Street Parking and Loading and Chapter 3321, General Site Development Standards, of the City of Columbus Code, as applicable to the AR-1 Apartment Residential District and an apartment complex as depicted on the Site Plan.
A. Density, Height, Lot, and/or Setback Commitments:
1. A maximum of 368 dwelling units shall be permitted.
2. The minimum perimeter yards shall be as depicted on the Site Plan.
3. The maximum height of any buildings or structures erected shall be 45 feet.
B. Access, Loading, Parking and/or other Traffic Related Commitments:
Access to the site shall be as depicted on the Site Plan.
C. Buffering, Landscaping, Open Space, and/or Screening Commitments:
1. A 72” opaque while vinyl fence shall be located along the western side of the site as depicted on the Site Plan.
2. Coniferous trees shall be placed at the western terminus of each internal east to west oriented street as depicted on the Site Plan.
D. Building Design and/or Exterior Treatment Commitments:

F. Graphics and Signage Commitments:
All graphics shall conform to Article 15 of the Columbus Graphics Code, as it applies to the AR-1, Residential District. Any variance to applicable sign requirements shall be submitted to the Columbus Graphics Commission.
G. Miscellaneous Commitments:
1. The site shall be developed in accordance with the submitted Site Plan, dated 2/10/25, and signed by Sean Mentel, Attorney for the Applicant. The Site Plan may be slightly adjusted to reflect engineering, topographical, or other site data developed at the time of final development and engineering plans completed. Any slight adjustment to the Site Plan shall be reviewed and may be approved by the Director of the Department of Building and Zoning Services or his or her designee upon submission of the appropriate data regarding the proposed adjustment.
2. Applicant shall comply as applicable with the Parkland Dedication Ordinance (PDO) in conjunction with the final Site Compliance Plan.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
