Explanation                     

Background:  This ordinance authorizes the City Clerk to enter into a grant agreement with East High Band Boosters in support of the East High School Marching Band in the amount of $10,000.00.

 

The Columbus East High School Marching Band provides opportunities for students to practice music, build community spirit, and develop dedication to their craft while serving their neighborhood through community events. Marching band engagement can also promote participation in post-secondary educational opportunities.

 

Columbus City Council’s support of the East High School Marching Band programming will cover travel expenses for college visits for students in the band, further promoting participation in post-secondary educational opportunities. The grant will also cover the costs of instruments to increase band participation by promoting access to musical opportunities. Funds will not be used to reimburse food and beverage expenses.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

 

Emergency Designation: Emergency action is requested in order to avoid any delay in college visits for students and in access to musical instruments for students.

Body

WHEREAS, Columbus City Council seeks to promote youth engagement and pathways to financial stability including engagement in post-secondary educational opportunities; and

 

WHEREAS, the East High Band Boosters’ mission is to support student access to engagement in opportunities with the East High School Marching Band; and

 

WHEREAS, the East High School Marching Band provides opportunities for students to serve their community through music, develop their craft, exercise musical excellence, and gain additional exposure to post-secondary educational opportunities; and

 

WHEREAS, an emergency exists in the usual daily operation of the City Clerk's Office in that it is immediately necessary to enter into a grant agreement with East High Band Boosters to provide the requested funds in order to avoid any delay in college visits for students and to avoid delay in access to musical instruments for East High School Marching Band students; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with East High Band Boosters in support of the Columbus East High School Marching Band, in an amount not to exceed $10,000.00.

 

SECTION 2.  That the City Auditor is hereby authorized and directed to appropriate $10,000.00 in the Job Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $10,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Job Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
