Explanation

BACKGROUND:  This legislation authorizes the Director of the Office of Diversity and Inclusion to enter into sponsorship grant agreements with two (2) local registered not-for-profit organizations up to $18,000.00, to support of upcoming conferences with the following organizations, and to authorize advanced payment for:

 

1.                     NOW Foundation                                                                                                         $10,000.00

2.                     Ohio Minority Supplier Development Council                                           $8,000.00

 

The mission of the NOW Foundation is to provide resources, support, and assistance to small businesses to become business-ready to manage, run, grow, and profit. Additionally, the NOW Foundation provides programming around business organization, marketing, corporate readiness, access and exposure, and resources. The NOW Foundation’s programming works as a supportive bridge for key creative arts and culinary communities to improve their access and ability to compete in their respective industries successfully.

 

The mission of the Ohio Minority Supplier Development Council (OMSDC) is to create and foster an environment for the development of mutually beneficial relationships and opportunities between Certified Minority Business Enterprises and Member organizations such as the City of Columbus. Its purpose is to certify, develop, and connect businesses to other minority business enterprises as well as corporations, and government entities.

 

FISCAL IMPACT: This ordinance authorizes an expenditure of $18,000.00 from the General Fund for the City to sponsor these small business economic development conferences. Funds in the amount of $21,804.00 are for further support of local registered not-for-profits. These funds are budgeted and available in the General Fund.

 

EMERGENCY JUSTIFICATION:  is requested to ensure that funding can be disbursed in time to sponsor these upcoming conferences.

Body

WHEREAS, the NOW Foundation and The Ohio Minority Supplier Development Council provide vital economic development and support services to the Columbus community; and

 

WHEREAS, the NOW Foundation, a not-for-profit agency, provides resources, support, and assistance to small businesses to help them become business-ready to manage, run, grow, and profit. Additionally, the NOW Foundation provides programming around business organization, marketing, corporate readiness, access and exposure, and resources. The NOW Foundation’s programming works as a supportive bridge for key creative arts and culinary communities to improve their access and ability to compete in their respective industries successfully; and

 

WHEREAS, the purpose of the Ohio Minority Supplier Development Council (OMSDC) is to create and foster an environment for the development of mutually beneficial relationships and opportunities between Certified Minority Business Enterprises and Member organizations. Its purpose is to certify, develop, and connect businesses to other minority business enterprises as well as corporations, and government entities. OMSDC’s membership consists of over 400 quality Minority Business Enterprises and nearly 100 corporations, and government entities including the City of Columbus; and

 

WHEREAS, this legislation authorizes the expenditure of up to $18,000.00 for not-for-profit agreements to sponsor the NOW Foundation and Ohio Minority Supplier Development Council to provide economic development and support services via upcoming conferences for the Columbus Community; and

WHEREAS, an emergency exists in the usual daily operation of the Office of Diversity and Inclusion in that it is immediately necessary to authorize the Director to enter into sponsorship grant agreements to allow funding to be disbursed as soon as possible to ensure no disruption to operations for these non-profit organizations, all for the immediate preservation of the public health, peace, property, and safety;

NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Office of Diversity and Inclusion is authorized to enter into sponsorship grant agreements with NOW Foundation and The Ohio Minority Supplier Development Council in an amount up to $10,000.00 and $8,000.00, respectively, and to authorize the advancement of funds.

 

SECTION 2.  That the transfer of $21,804.00, or so much thereof as may be needed is hereby authorized within the General Fund 1000 from Dept-Div 40-4003, Object Class 03 to Dept-Div 40-4003, Object Class 05 per the accounting codes in the attachment to this ordinance.

 

SECTION 3.   That for the purpose stated in Section 1, the expenditure of $18,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept-Div 40-4003 in Object Class 05 (Other) per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the monies in the foregoing Sections shall be paid upon order of the Director of the Office of Diversity and Inclusion, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modification associated with this ordinance.

 

SECTION 6.     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
