Explanation
Background: This legislation authorizes the Public Service Director to enter into contract for the Facilities Management Division with Smith Roofing, Ltd. for the replacement of the roof at the John R. Maloney South Side Health Center at 1833 Parsons Avenue. On January 26, 2005 a Mayor's Emergency was declared. It was determined it was immediately necessary to contract with a roofing company to replace the roof. The John R. Maloney South Side Health Center provides health care services to Southside residents who are unable to obtain healthcare services elsewhere due to low income, lack of insurance, or lack of other availability. Formal competitive bidding requirements were waived. The Mayor's Emergency authorized a contract not to exceed $75,000.00. The Facilities Management Division contacted two roofing contractors for proposals. Smith Roofing, Ltd. (a Minority Business Enterprise) was the only contractor able to begin the work immediately.
Emergency action is requested in order to reimburse Smith Roofing, Ltd. for costs incurred in the replacement of the roof at the John R. Maloney South Side Health Center.
Fiscal Impact: This project was not funded in the 2004 Facilities Management Division Capital Improvement Budget. Funding is available due to the cancellation of an encumbrance for a completed, Health Department-related project. The total cost of this contract is $58,787.00. Smith Roofing, Ltd. Contract Compliance Number 31-1422838, exp. 04/29/2007.
Title
To amend the Facilities Management Division's 2004 Capital Improvement Budget; to authorize the City Auditor to transfer funds between projects in the Facilities Management Capital Improvement Fund; to authorize the Public Service Director to enter into contract for the Facilities Management Division with Smith Roofing, Ltd. for the replacement of the roof at the John R. Maloney South Side Health Center at 1833 Parsons Avenue; to authorize the expenditure of $58,787.00 from the Facilities Management Capital Improvement Fund, and to declare an emergency. ($58,787.00).

WHEREAS, the roof at the John R. Maloney South Side Health Center at 1833 Parsons Avenue was in a serious state of disrepair and required immediate replacement, and
WHEREAS, the South Side Health Center provides healthcare services to residents who are unable to obtain healthcare elsewhere due to lack of income or lack of insurance, and
WHEREAS, a Mayor's Emergency was declared to allow the replacement of the roof at the South Side Health Center, and
WHEREAS, it is necessary to transfer funds within the Facilities Management Capital Improvement Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contract with Smith Roofing, Ltd. to replace the roof at the John R. Maloney South Side Health Center, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
