Explanation
 
The purpose of this legislation is to authorize the Director of Finance and Management to enter into contract for the purchase of a Microwave Sample Preparation System & Accessories with Trade-In for the Division of Sewerage and Drainage, Surveillance Laboratory with CEM Corporation. The system will be used for the digestion of wastewater samples for metals analysis.
 
The Purchasing Office opened formal bids on November 3, 2005. Three (3) bids were received. A tabulation of the bids is listed below and include trade-in:
 
CEM Corporation: $21,858.00
Quality Discount Supplies and Services $28,300.53
Konsal Research Associates Inc $33,713.50
 
SUPPLIER: CEM Corporation (56-1019741)
 
FISCAL IMPACT: $21,858.00 is budgeted and needed for this purchase.

Body
 
WHEREAS, the Surveillance Laboratory within the Division of Sewerage and Drainage has a need for a new Microwave Sample Preparation System and Accessories, and
 
WHEREAS, the Surveillance Laboratory has CEM MDS 2100 System available to be traded-in and,
 
WHEREAS, the Purchasing Office opened formal bids via SA001795 and three (3) bids were received, and
 
WHEREAS, a recommendation has been made to the lowest, responsive and responsible bidder, CEM Corporation, and
 
WHEREAS, a purchase order will be issued in accordance with the terms and specifications of Solicitation Number: SA001795 on file in the Purchasing Office; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with CEM Corporation for the purchase of Microwave Sample Preparation System and Accessories with Trade-In for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
Section 2. That the expenditure of $21,858.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605105, Object Level 1: 06, Object Level 03: 6697.
 
Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
