Explanation

 

Background: This ordinance authorizes the Director of Recreation and to accept a deed for parcel 010-231127, in the City’s Northland Community, and to dedicate said property as public parkland.

 

In 2024, Tiffany Flats LLC, as part of a parkland dedication ordinance zoning requirement, agreed to provide parcel 010-231127 to the Columbus Recreation and Parks Department. The two-acre parcel is located at the intersection of Presidential Gateway and Solitaire Lane in the City's Northland Community. As part of the land transfer, the owner offered to build improvements to the parkland for use as a neighborhood park, at their own expense. The Recreation and Parks Department approved the plan. The plan includes a paved loop path, two pickleball courts, a 10-space parking area, benches, and native trees. The neighborhoods surrounding this park are seriously underserved for greenspace and the park will provide important recreation opportunities.

Emergency Justification: Emergency action is requested as the transfer of the parkland to the Recreation and Parks Department must be completed as soon as possible for the owner to receive final site compliance for their project, allowing the benefits of the new park to be realized by the public as soon as possible.

 

Benefits to the Public: This project will provide a quality neighborhood park in one of the City's most under-served communities.

 

Community Input/Issues: The surrounding neighborhood has expressed a strong priority for neighborhood park space.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by acquiring new parkland for neighborhood parks and providing quality recreational parks.

 

Fiscal Impact: No fiscal action is required at this time.

Body

 

WHEREAS, it is necessary to accept a deed for parcel 010-231127, in the City’s Northland Community; and

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to dedicate said property as public parkland; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to accept the deed for the parcel and dedicate the property as public parkland as the transfer of the parkland to the Recreation and Parks Department must be completed as soon as possible for the owner to receive final site compliance for their project, allowing the benefits of the new park to be realized by the public as soon as possible, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE, 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks is hereby authorized to accept a deed for parcel 010-231127, in the City’s Northland Community.

 

SECTION 2. That the Director of Recreation and Parks is hereby authorized to dedicate said property as public parkland.

 

SECTION 3. That this ordinance, for the reasons stated in the preamble, which are made a part of this ordinance and fully incorporated for reference as if rewritten, is declared to be an emergency measure and shall take effect and be in force from and after this ordinance’s passage and approval by the Mayor or ten (10) days after its adoption if the Mayor neither approves nor vetoes the same.
