Explanation
 
BACKGROUND:
The Department of Development is seeking a Certified Local Government Grant from the Ohio Historic Preservation
Office in an amount not to exceed $8,031. This grant will be used to co-sponsor the 2004 Building Connections Conference.
This state-wide historic preservation conference is being held in the City of Columbus.  A consortium of organizations
including the Ohio Historical Society, including National History Day in Ohio and the Ohio Historic Preservation Office,
the Ohio Arts Council, Ohio Humanities Council, Ohio Preservation Association, Downtown Ohio, Inc., Heritage Ohio and
the Ohio Academy of History are making it possible to assemble regional and nationally known speakers to address topics
from community history, the National Main Street Program, city planning, new buildings for old neighborhoods, tax aspects
of rehabilitation as well as a hands-on preservation technology symposium.   By joining together as a cosponsor, the City of
Columbus will be recognized for its continued efforts to address these issues, and help to provide a forum for training key city
staff and commission members.
 
FISCAL IMPACT:
This legislation authorizes the Director of the Department of Development to apply for and accept a Certified Local
Government Grant from the Ohio Historic Preservation Office in the amount of $8,031. There is no matching share
requirement.

To authorize and direct the Director of the Department of Development to apply for and accept a Certified Local Government
Grant from the Ohio Historic Preservation Office for an amount not to exceed $8,031 to provide funds to co-sponsor the 2004
Building Connections Conference; and to declare an emergency.
 
 
 
Body
 
          WHEREAS, the Department of Development administers preservation activities for the city of Columbus
through the Office of Historic Preservation; and
 
          WHEREAS, the Department of Development desires to apply for and accept a Certified Local Government
Grant in an amount not to exceed $8,031 from the Ohio Preservation Office which action requires authorization by
City Council; and
 
          WHEREAS, the Certified Local Government Grant will be used to co-sponsor the 2004 Building Connections
Conference; and
 
          WHEREAS, an emergency exists in the usual daily operation of the Department of Development where it
is immediately necessary to apply for and accept a Certified Local Government Grant for the preservation of public
health, peace, safety and welfare, now, therefore:
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of the Department of Development is hereby authorized to apply for and accept a
Certified Local Government Grant for an amount not to exceed $8,031 from the Ohio Historic Preservation Office to
provide funds to co-sponsor the 2004 Building Connections Conference.
 
Section 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is
declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the
Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
