Explanation
This ordinance authorizes the City Clerk to enter into a grant agreement with The Columbus Urban League, a non-profit corporation, in support of their Young Professionals (CULYP) programming.
The mission of the Columbus Urban League Young Professionals (CULYP) organization is to serve as a base of support for the Columbus Urban League and their respective initiatives, promote the overall mission of the Columbus Urban League and a comprehensive orientation to the National Urban League movement for young professionals in the Columbus community.
This year, CULYP will be hosting the annual YP Summit Conference which will bring together young professionals from across the Central Region of the National Urban League Young Professional group. The conference aims to host over 300 young professionals over a two-day event. The conference will include keynote speakers, workshops, and networking opportunities. It will cover topics ranging from leadership development and industry trends to professional and personal development sessions. This grant agreement will support venue rental costs, catering costs, and additional general programming supplies and services. This ordinance authorizes up to $7,600 to support food and non-alcoholic beverage expenses for CULYP events, including the national Summit Conference.
Emergency legislation is needed in order to provide funds to the Columbus Urban League in advance of the August event, including providing upfront funding for deposits and other payments on necessary supplies and rentals for the event.
Fiscal Impact: Funding to support this expenditure is available within the general fund and the Job Growth subfund.

To authorize the City Clerk to enter into a grant agreement with the Columbus Urban League in support of the Columbus Urban League Young Professionals’ programming and Summit Conference event; to authorize an appropriation and expenditure within the Job Growth subfund; and to declare an emergency. Body
WHEREAS, the Columbus Urban League Young Professionals organization provides essential networking and development opportunities to Columbus’ young professional workforce; and
WHEREAS, Columbus City Council seeks to support the city of Columbus in being home to a thriving local and justice-minded workforce with abundant personal and professional networking, community and civic engagement, and advancement and development opportunities; and
WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the Clerk to enter into a grant agreement with the Columbus Urban League to support the Columbus Urban League Young Professionals’ Summit Conference event; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with the Columbus Urban League in support of the Columbus Urban League Young Professionals’ programming and Summit Conference event.
SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $20,000.00 in the Job Growth subfund, fund 1000, subfund 100015, to Columbus City Council per the accounting codes in the attachment to this ordinance.
SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure of $20,000.00, or so much thereof as necessary, is hereby authorized in the Job Growth subfund, fund 1000, subfund 100015, per the accounting codes in the attachment to this ordinance.
SECTION 4. That up to $7,600 of said expenditure may be for food and non-alcoholic beverage purchases and that City Council finds such expenditure to be for a proper public purpose, but no expenditure may be made for alcoholic beverages. In no case shall food and/or non-alcoholic beverage expenses incurred prior to the effective date of this ordinance be reimbursed.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
