Explanation
Background
This ordinance authorizes a $100,000 supplemental appropriation for the Franklin County Municipal Court Judges, special project fund for court security. The supplemental appropriation is needed to align budget authority with projected expenditures. There is insufficient budget authority to meet the need for the Court's security payroll for the remainder of the year.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the city's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

The funds authorized by this ordinance are available within the Court's special project fund for court security.

To authorize a supplemental appropriation within the Franklin County Municipal Court Judges special projects fund for court security in the amount of $100,000; and to declare an emergency. ($100,000.00)
Body
WHEREAS, the Municipal Court Judges, requires budget authority to meet its payroll for the remainder of 2005; and
WHEREAS, sufficient funds are available for the aforementioned purpose; and
WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court Judges in that it is immediately necessary to appropriate funds in order to meet payroll projections for the remainder of 2005, thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from unappropriated monies in the Franklin County Municipal Court Judges special projects fund, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2005, the sum of $100,000 be and is hereby appropriated to the Municipal Court special projects fund, fund 226, Franklin County Municipal Court Judges, department number 2501, oca 226001, object level 1 - 01, object level 3 - 1101.
SECTION 2. That said monies shall be paid upon order of the Franklin County Municipal Court Judges; and no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
