Explanation
The Public Service Department, Transportation Division, is engaged in the Morse Road Phase 2 improvement project. This project's limits are Karl Road on the west and Cleveland Avenue on the east. The project is designed to promote neighborhood livability, pedestrian friendliness and business retention and expansion. The roadway improvement will feature a landscaped median, sidewalks and upgraded signals. All overhead utility lines will be relocated to single pole lines on both the north and south sides of Morse Road. Since the aerial utilities are being moved for aesthetic purposes, this relocation expense is reimbursable to the individual utilities. For reduced construction complications and timely implementation, American Electric Power Company (AEP) will set new poles through the project. Other expenses will be incurred for design and inspection. This legislation authorizes the Public Service Director to reimburse AEP, the city Electricity Division, SBC, Insight, Wide Open West and other utilities on behalf of the Transportation Division and to pay construction inspection and other in-house costs in an amount up to $920,000.00. The Morse Road Phase 1 improvement project features similar improvements between Indianola Avenue and Karl Road.
Fiscal Impact: The Transportation Division budgeted $920,000 in the 2005 Capital Improvements Budget for utility reimbursements related to the Morse Road Area Investment Phase II project. Actual funds will be available in the 1995, 1999 Voted Streets and Highways Fund in the Morse Road Area Investment as a result of the Fall 2005 bond sale. This ordinance authorizes an expenditure of $920,000.00.

WHEREAS, the Public Service Department, Transportation Division, requires that utility relocation work be performed by various utility companies and the city Electricity Division for the Morse Road Phase 2, Karl Road to Cleveland Avenue project; and
WHEREAS, because the utilities are being relocated for aesthetic purposes it is necessary to authorize payment for their relocation; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and herby is authorized to pay utility relocation costs to American Electric Power Company (AEP), the city Electricity Division, SBC, Insight, Wide Open West and other utilities and to pay construction inspection and other related in-house costs for the Morse Road Phase 2, Karl Road to Cleveland Avenue project for the Transportation Division.
SECTION 2. That the expenditure of $920,000.00 or so much thereof as may be necessary be and hereby is authorized from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385 and Project 530052 for this purpose.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law. .
