Title: To authorize the Director of Public Utilities to enter into a lease agreement for the Division of Sewerage and Drainage for the lease of City-owned land, just south of the Southerly Wastewater Treatment Plant on U.S. Route 23, for agricultural purposes with JRS Farms. ($0)
Explanation
 
The Division of Sewerage and Drainage will enter into a five (5) year lease agreement for approximately 309 acres, more or less, of City-owned tillable cropland located approximately 1/2 mile south of State Route 665, between State Route 104 and US Route 23 to JRS Farms, 10060 State Route 762, Orient, Ohio 43146. The 309 acres, more or less consist of 10 fields. The lease agreement will cover the period January 1, 2004 to and including December 31, 2008 on a year to year basis. The land will be used for agricultural purposes.
 
The Division of Sewerage and Drainage opened bids on June 25, 2003 for a per acre cost. The tabulation of the proposals is as follows:
 
JRS Farms: $100.32/acre
Greg Evans: $96.50/acre
Writsell Farms $91.07/acre
Brungarth Farms $85.00/acre
Bowling-Caldwell $70.00/acre (field 10 only)
 
The Division of Sewerage and Drainage requests authority to execute a five (5) year lease agreement on a year to year basis, for this City-owned property to be used for agricultural purposes from January 1, 2004 to and including December 31, 2008 at a per year cost of $30,998.88 for a five (5) year total of $154,994.40
 
FISCAL IMPACT: Proceeds will deposited into the Sewerage and Drainage Operating Fund 650.

WHEREAS, proposals were received by the Division of Sewerage and Drainage on June 25, 2003 and the highest bid was received from JRS Farms, 10060 State Route 762, Orient, Ohio 43146,; and,
 
WHEREAS, there is approximately three hundred and nine (309) acres, more or less, of City-owned tillable cropland, located approximately 1/2 mile south of State Route 665, between State Route 104 and U.S. Route 23, not necessary to the Division of Sewerage and Draiange at this time; and,
 
WHEREAS, the property will be used for agricultural purposes from January 1, 2004 to and including December 31, 2008 on a year to year basis; now, therefore,
 
BE IT ORDAINED Y THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Public Utilities is hereby authorized to enter into a five (5) year lease agreement with JRS Farms for the lease of approximately three-hundred and nine (309) acres, more or less, of City-owned tillable cropland, located approximately 1/2 mile south of State Route 665, between State Route 104 and U.S. Route 23, for agricultural purposes for a total lease amount of a five (5) year period of $154,994.40, due in six equla payments of $15,499.44 due on or before March 15 and October 15 of each year.
 
Section 2. That in consideration for the same, JRS Farms will pay to the Division of Sewerage and Drainage the sum of $154,994.40 to be deposited into the Sewerage System Operating Fund 650.
 
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
