Explanation
 
This legislation authorizes the Finance and Management Director to establish a purchase order for the Division of Power and Water, Water Distribution for two (2) John Deere 410-G Backhoes with Nortrax Great Lakes, 2121 Walcutt Road, Columbus, Ohio 43228. The purchase of the backhoes will be in accordance with the current State of Ohio State Term Schedule Contract (STS), Contract Number STS515 778515U which expires on September 30, 2008. The City of Columbus does not include this piece of equipment on any Universal Term Contract. The equipment is used for excavation of work sites surrounding water lines at Water Distribution for water line maintenance projects.
 
The funding requested on this legislation is based on a quote dated September 20, 2006 and is the State of Ohio contract pricing.
 
FISCAL IMPACT: $171,021.20 is needed and budgeted for this purchase.

Title
 
To authorize the Director of Finance and Management to establish a purchase order for the purchase of two backhoes in accordance with a State of Ohio contract with Nortrax Great Lakes for the Division of Power and Water, to authorize the expenditure of $171,021.20 from the Water System Operating Fund. ($171,021.20)
 
Body
 
WHEREAS, the City of Columbus wishes to purchase two (2) John Deere 410-G Backhoes in accordance with the State of Ohio State Term Schedule Contract STS515 778515U which expires on September 30, 2008, and
 
WHEREAS, the equipment is used for excavation of work sites surrounding water lines at Water Distribution for water line maintenance projects and
 
WHEREAS, the City of Columbus does not include this type of equipment on any Universal Term Contract, and
 
WHEREAS, funding is based on quote dated September 20, 2006 from Nortrax Great Lakes and the quoted prices reflect State of Ohio contract pricing and is on file with the Purchasing Office, and
 
WHEREAS, in the usual daily operation of the Department of Public Utilities, Division of Power and Water it is necessary to enter into a purchase order to purchase two backhoes, thereby preserving the public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance and Management be and is hereby authorized and directed to establish a purchase order  with Nortrax Great Lakes for the purchase of two (2) John Deere 410-G Backhoes for the Division of Power and Water, in accordance with State of Ohio State Term Schedule Contract STS515 778515U which expires on September 30, 2008.
 
Section 2. That the funding for this legislation is based on quote dated September 20, 2006 from Nortrax Great Lakes and the quoted prices reflect State of Ohio contract pricing and are on file with the Purchasing Office.
 
Section 3. That the expenditure of $171,021.20 or so much thereof as may be needed, be and the same hereby is authorized from the Water System Operating Fund, Fund No. 600, OCA 602730, Object Level 1: 06, Object Level 03: 6651.
 
SECTION 4.  That this Ordinance shall take effect and be in effect and be in force from and after the earliest period allowed by law.
