Title: To amend the Management Compensation Plan, Ordinance No. 1150-2007, as amended, by enacting Section 5(E)-F250; and to declare an emergency.
Explanation
 
This ordinance amends the Management Compensation Plan by assigning a pay grade to the newly created classification of Fuel System Specialist.  This classification was created to serve as the subject matter expert for petroleum and compressed natural gas (CNG) fueling station facilities and equipment.  Based on the minimum qualifications, experience and responsibility level, it is recommended that Pay Grade 92 be assigned to this classification.  
 
Emergency action is proposed in order to begin the hiring process.
 
Finance and Management will cover this position through its 2011 appropriation.

Body
 
WHEREAS, the Civil Service Commission approved the creation of the Fuel System Specialist at its February 2011 meeting; and
 
WHEREAS, it is necessary to assign a pay grade to the classification; and
 
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend the Management Compensation Plan in order to assign a pay grade to the classification, thereby preserving the public health, peace, property, safety and welfare; Now, Therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That Section 5 of Ordinance No. 1150-2007, as amended, is amended by enacting Section 5(E)-F250 as follows:

SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in full force from and after approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
