Explanation
Background: Gowdy Partners, LLC is currently developing the site formerly known as Gowdy Field bounded by Olentangy River Road on the east, Goodale Boulevard on the south, the CSX Railroad on the west and the City's heliport on the north. The parcel abutting its northern boundary, operating as the City of Columbus' Police Heliport, has also been targeted for commercial development. The Department of Public Safety is in the process of locating an alternate heliport site and estimates this site will no longer be needed by 2009. In preparation for marketing the site for private development, the Department of Finance and Management wishes to complete various site assessments to help in determining market value. It is estimated that up to $25,000 will be necessary to complete a site survey, an appraisal and a Phase 1 environmental assessment and if necessary, a Phase 2 environmental assessment.
Fiscal Impact: $25,000 is available in the 2006 Capital Improvement Budget in Fund 735.

To authorize the Director of Finance and Management to enter into those agreements necessary to conduct various site assessments of the Columbus Police Heliport site; and to authorize the expenditure of $25,000 from the Northland and Other Acquisitions Fund. ($25,000)
Body
WHEREAS, the City of Columbus has sold the site commonly known as Gowdy Field for private development; and
WHEREAS, private interest has been gauged to redevelop the site just north of Gowdy Field, currently operating as the Columbus Police Heliport; and
WHEREAS, the Department of Finance and Management, Real Estate Management Office, wishes to conduct numerous site assessments including a survey, an appraisal, a Phase 1 environmental assessment and if necessary, a Phase 2; and
WHEREAS, unencumbered funds are available in the Gowdy Field project in the 2006 Capital Improvements Budget; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Finance and Management be authorized to enter into agreements necessary to complete pre-development assessments of the Columbus Police Heliport site.
Section 2. That for the purpose stated in Section 1, the expenditure of up to $25,000 is hereby authorized from the Development Department, Division No. 44-01, Fund No. 735 Northland and Other Acquisitions, Project No. 440113, OCA Code 735113, Object Level Three 6680.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
