Explanation
1. BACKGROUND
The Department of Public Service, Division of Refuse Collection has annually entered into an agreement with the Solid Waste Authority of Central Ohio (SWACO) to host a hazardous household waste collection event at its Division of Refuse Collection transfer stations for over a decade. The purpose of these eventa is to collect household hazardous waste material from the public in order to divert them from the sanitary landfill facilities.
This legislation authorizes the Director of Public Service to enter into contract with SWACO to host this event and to accept a grant in the amount of up to $2,500.00 from SWACO to defray costs incurred in hosting the event.
2. FISCAL IMPACT
The Division of Refuse Collection will be reimbursed by SWACO up to $2,500.00 for costs incurred in hosting this event.
3. CONTRACT COMPLIANCE
The Solid Waste Authority of Central Ohio's (SWACO) contract compliance number is 311338559 and expires 2/22/12.
4. EMERGENCY DESIGNATION
Emergency action is requested to allow this contract to be in place prior to the collection event scheduled for June 19, 2010.

WHEREAS, the Department of Public Service, Division of Refuse Collection annually enters into agreement with the Solid Waste Authority of Central Ohio (SWACO) to host household hazardous waste collection events at its collection facilities; and
WHEREAS, the purpose of these events is to divert these hazardous waste materials from the sanitary landfill facilities; and
WHEREAS, it is necessary to authorize the Director of Public Service to enter into an agreement with SWACO to host this event; and
WHEREAS, it is necessary to authorize the Director of Public Service to accept a grant from SWACO to reimburse the Division for costs incurred to host this event; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Division of Refuse Collection, in that it is immediately necessary to enter into agreement to be in place prior to the collection event scheduled for June 19, 2010, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Service be and hereby is authorized to enter into contract with the Solid Waste Authority of Central Ohio (SWACO) to host a household hazardous waste event at the Division of Refuse Collection transfer facility and to accept a grant in an amount up to $2,500.00 from SWACO to reimburse the Division of Refuse Collection for costs incurred in the hosting of this event.
Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
