Explanation

Background:  This ordinance authorizes the Director of Public Safety, on behalf of the Division of Fire to enter into a contract with Emergency Networking, Inc.  Emergency Networking, Inc. provides a specialized and customized Client Management System (CMS) that collects highly detailed data and performs aggregate data analysis for the Division of Fire’s RREACT (Rapid Response Emergency Addiction Crisis Team) program that currently operates with funding from the BJA COSSUP grant that was accepted and funds appropriated by Ordinance 1124-2024. 

 

As a part of this contract, Emergency Networking, Inc. will expand the current customized RREACT CMS service to include the addition of a SPARC CMS program module.  The Specialized Program Assessing Resource Connectivity (SPARC) focuses on linking medically fragile and high EMS use individuals who are referred by Division of Fire EMS, or one of the alternate response models to resources that will assist them age appropriately in place for as long as possible, or to link the individuals to resources to improve health outcomes.

 

The term of this contract is for three (3) years with the option for two (2) additional one (1) year renewals with subsequent one (1) year annual renewals thereafter subject to mutual agreement of the parties, approval by Columbus City Council, and certification of funds by the City Auditor.  Funding for this contract will be encumbered on a year-to-year basis contingent upon the appropriation of City Council and certification of funds by the City Auditor. 

The cost for each of the first five (5) years has been negotiated and fixed.

Year 1: $33,000.00

Year 2: $34,650.00

Year 3: $36,380.00

Year 4: $38,200.00

Year 5: $40,110.00

Total: $182,340.00

Bid Waiver Justification: The Division of Fire successfully implemented this specialized and customized Client Management System (CMS) in 2019 with Emergency Networking, Inc. for use in the Division of Fire’s RREACT program and does not seek an alternative solution at this time.  The service is an indispensable agent utilized by the Division of Fire to collect highly detailed data and perform aggregate data analysis for the RREACT program.

 

FISCAL IMPACT: This ordinance authorizes the expenditure of $33,000.00 from the General Government Grants Fund via Project G342400 Comprehensive Opioid, Stimulant, and Substance Use Site-based Program (COSSUP).

 

EMERGENCY DESIGNATION: This ordinance is submitted as an emergency so as to not delay program services and to allow the financial transactions to be posted to the City’s accounting system as soon as possible.

Body

 

WHEREAS, the Columbus Division of Fire has a need for a subscription to Emergency Networking, Inc.’s customized Client Management System (CMS) that collects highly detailed data and performs aggregate data analysis for the Division of Fire’s RREACT (Rapid Response Emergency Addiction Crisis Team) program to include the addition of a CMS module for the Division of Fire’s Specialized Program Assessing Resource Connectivity (SPARC); and

 

WHEREAS, it is necessary to authorize the Director of Public Safety, on behalf of the Division of Fire, to enter into a contract with Emergency Networking, Inc. for three (3) years renewed annually with the option for two (2) additional one (1) year renewals, and with subsequent annual one (1) year renewals thereafter subject to mutual agreement of the parties, approval by Columbus City Council, and certification of funds by the City Auditor; and

 

WHEREAS, the cost for the first (1st) year of this contract with Emergency Networking, Inc. is $33,000.00; and

 

WHEREAS, it is necessary to authorize funds in the amount of $33,000.00; and,

 

WHEREAS, it is necessary to waive the competitive bidding provisions of the Columbus City Codes, Chapter 329; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire in that it is immediately necessary to enter into contract with Emergency Networking, Inc. to ensure uninterrupted service and meet grant program goals and deadlines, all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Public Safety be and is hereby authorized to enter into a contract with Emergency Networking, Inc. for three (3) years renewed annually with the option for two (2) additional one (1) year renewals, and with subsequent annual one (1) year renewals thereafter by mutual agreement for licensing and continuing development of a customized Client Management System (CMS) that collects highly detailed data and performs aggregate data analysis for the Division of Fire’s RREACT (Rapid Response Emergency Addiction Crisis Team) program

 

SECTION 2.  That the funding for this contract will be encumbered on a year-to-year basis contingent upon the approval of City Council and certification of funds by the City Auditor. 

 

SECTION 3. That this Council finds it in the best interest of the City to waive the competitive bidding provisions of the Columbus City Code to permit the aforementioned contracts and does hereby waive the same.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 6.  That the expenditure of $33,000.00 or so much thereof as may be needed, is hereby authorized from the General Government Grants Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
