Explanation
Background: This legislation authorizes the Finance and Management Director to enter into a professional services contract for the Office of Construction Management with Star Consultants for architectural services for the design of a renovation for the interior offices at 743 West Third Avenue. This building is a Police Division building, formerly used by SWAT. It is to house Police Substation No. 1, thereby necessitating renovations. Police Substation No. 1 is currently located in a leased facility. The move of this substation to a City-owned building will eliminate rental costs. The main structure is approximately 2,400 square feet with a 900 square foot garage. Services are to include, but are not limited to: a complete architectural design including such things as a break room, a conference room, sergeant's offices, a locker room, furniture, fixtures, and equipment, etc. Other design will include additional HVAC, electrical, and plumbing where necessary.
Requests for Proposals (RFPs) were advertised on the Vendor Services webpage and returned on January 17, 2008. The City received five (5) proposals from the following firms: Bird Houk Collaborative, HKI Associates (MBE), JL Bender, Inc., Mull & Weithman Architects, Inc. and Star Consultants (AS1). A three-person committee evaluated the proposals, consisting of one member each from the Office of Construction Management, the Equal Business Opportunity Office, and Division of Police.
Star Consultants obtained the highest compiled score of the candidate firms.
Emergency action is requested so that the needed design can be completed as soon as possible, thereby allowing Police Substation No. 1 to move from a rented facility, resulting in a cost savings to the City.
Fiscal Impact: The total amount of this contract is $25,000.00. The Division of Police will provide funding through its Capital Improvement Budget.

To authorize the Finance and Management Director to enter into contract for the Office of Construction Management with Star Consultants for architectural services for the design of the renovation of the interior offices at 743 West Third Avenue; to authorize the expenditure of $25,000.00 from the Safety Voted Bond Fund; and to declare an emergency. ($25,000.00).

WHEREAS, the Finance and Management Department, Office of Construction Management, desires to contract with a professional services company for architectural services for the design of interior renovations to 743 West Third Avenue, and
WHEREAS, it is necessary to renovate said offices so that Police Substation No. 1 can move from a leased facility to this building, and
WHEREAS, a three-person evaluation committee recommended the proposal of Star Consultants as the best and most responsive proposal, and
WHEREAS, it is the recommendation of the Finance and Management Director to contract with Star Consultants for these architectural services, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to contract with Star Consultants for general architectural services for the renovation of the interior offices at 743 West Third so that Police Substation No. 1 can move from a leased facility, thereby reducing lease costs, for the preservation of the public health, peace, property, safety and welfare, now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into contract for the Office of Construction Management with Star Consultants for the design of a renovation for the interior offices of 743 West Third Avenue.
SECTION 2. That the expenditure of $25,000.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
