Explanation

1.  BACKGROUND

This legislation will authorize the Director of Public Service to execute project agreements to accept funding from the Ohio Department of Transportation (ODOT) for the Resurfacing - Urban Paving - SR33 Dublin Rd/Spring Street (PID 86651) project, to accept and expend grant funds, and issue refunds if necessary after final accounting is performed.

 

Urban Paving projects are joint resurfacing projects between the local municipality and ODOT where ODOT will provide 80 percent of resurfacing funds while the municipality provides a 20 percent match.  The funding for any required ADA curb ramps is 100% the responsibility of the municipality. 

 

The Resurfacing - Urban Paving - SR33 Dublin Rd/Spring Street (PID 86651) project will resurface Dublin Road and Long Street from the Grandview Corporation limit to Marconi Boulevard and Spring Street from High Street to Cleveland Avenue.  Street resurfacing is performed on roadways with problems on the surface course, but generally with a good base.  This can consist of simple asphalt overlays up to mill and fill projects where the top inch or so are planed and new asphalt is placed, creating a new wearing surface and restoring the roadway to like new condition.  Work to be performed also includes replacing pavement markings and loop detectors, and bringing sidewalks ramps into compliance with ADA standards.   

 

No financial participation is required at this time.  City funds will be approved in the form of design contracts, right of way acquisition, and/or construction contracts that will be submitted for Council's approval.

 

2.  FISCAL IMPACT

There is no financial participation required at this time.  The grant funding will be in the form of a reimbursement agreement, requiring the City to pay the expenses and seek reimbursement from ODOT. 

 

3.  EMERGENCY DESIGNATION

Emergency action is requested so the contribution agreement with ODOT can be finalized to prevent a delay in the construction schedule.

Body

WHEREAS, the Ohio Department of Transportation (ODOT) and the City’s Department of Public Service have jointly determined Dublin Road and Long Street from the Grandview Corporation limit to Marconi Boulevard and Spring Street from High Street to Cleveland Avenue (known as the Resurfacing - Urban Paving - SR33 Dublin Rd/Spring Street (PID 86651) project) need to be resurfaced; and 

 

WHEREAS, the Ohio Department of Transportation (ODOT) has Urban Paving funds available to contribute to the Resurfacing - Urban Paving - SR33 Dublin Rd/Spring Street (PID 86651) project; and

 

WHEREAS, it is necessary to authorize the Director of Public Service to execute grant agreements, accept and expend grant funds, and issue refunds if necessary after final accounting is completed for the project; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director to execute grant agreements so that funding can be made available to prevent a delay in the construction of the project, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Service be and is hereby authorized to execute grant agreements with the Ohio Department of Transportation for the Resurfacing - Urban Paving - SR33 Dublin Rd/Spring Street (PID 86651) project, and to accept and expend the funds for the projects.

 

SECTION 2.  That the Director of Public Service be and is hereby authorized to issue refunds to ODOT if necessary after final accounting is performed.  

 

SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
