CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of one undeveloped parcel in the L-C-4, Limited Commercial District. The requested L-M, Limited Manufacturing District will allow the site to be developed with commercial and less-objectionable manufacturing uses as allowed with the submitted limitation text and site plan. The text includes appropriate use restrictions and supplemental development standards, as well as a commitment to develop the site in accordance with the submitted site plan. The request is consistent with both the Far East Land Use Plan’s (2018) land use recommendation, which recommends “Industrial and Warehouse” uses for this location, and with Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018), as the submitted site plan includes landscaped screening for parking, as well as street trees along both street frontages.

WHEREAS, application #Z25-017 is on file with the Department of Building and Zoning Services requesting rezoning of 1.92± acres from L-C-4, Limited Commercial District, to L-M, Limited Manufacturing District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the Far East Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested L-M, Limited Manufacturing District is consistent with both the Far East Land Use Plan’s land use recommendation, and C2P2 Design Guidelines; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
3055 GENDER RD. (43110), being 1.92± acres located at the northwest corner of Gender Road and Centennial Drive, and being more particularly described as follows:
Situated in the State of Ohio, County of Franklin, City of Columbus, Half Section 44, Section 25, Township 12, Range 21, Refugee Lands, being the lands conveyed to Adams Goldings, Inc. as recorded in Official Record Volume 27669 H15, (all references to records being on file in the Recorder’s Office, Franklin County, Ohio) and being more particularly described as follows:
Beginning for reference at the centerline intersection of Gender Rod and Centennial Drive;
Thence North 42 deg. 49’ 13” West a distance of 50.00 feet, along the centerline of said Gender Road, to a point;
Thence South 47 deg. 10’ 47” West a distance of 65.00 feet to an existing iron pin on the southerly limited access right of way of said Gender Road being the Point of Beginning;
Thence along the northerly right of way of said Centennial Drive, the following four (4) courses:
1. Thence along a curve to the right (delta = 90 deg. 00’ 00”, radius = 20.00 feet, length = 31.42 feet) a chord bearing South 2 deg. 10’ 47” West a distance of 28.28 feet, to an existing iron pin;
2. Thence South 47 deg. 10’ 47” West a distance of 98.24 feet to an existing iron pin;
3. Thence along a curve to the right (delta = 47 deg. 13’ 37”, radius = 209.42 feet, length = 172.62 feet) a chord bearing South 70 deg. 47’ 36” West a distance of 167.77 feet to an existing iron pin;
4. Thence North 85 deg. 35’ 36” West a distance of 259.92 feet to an iron pin set;
Thence North 47 deg. 10’ 47” East a distance of 448.48 feet to an iron pin set on the southwesterly right of way of Gender Road;
Thence South 42 deg. 49’ 13” East a distance of 238.00 feet, along the southwesterly right of way of said Gender Road to the Point of Beginning containing 1.922 acres more or less according to actual field survey made by Hockaden and Associates, Inc. in July of 1994.

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the L-M, Limited Manufacturing District on this property.

That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said change on the said official zoning map and shall register a copy of the approved L-M, Limited Manufacturing District and Application among the records of the Department of Building and Zoning Services as required by Section 3370.03 of the Columbus City Codes; said site plan titled, “GENDER AND CENTENNIAL,” dated June 13, 2025, and said text titled, “TEXT,” dated June 3, 2025, both signed by Jackson B. 1. INTRODUCTION: The property is currently vacant. The zoning dates to 1989, and limits the uses to only commercial on the site. The applicant wants to use the property as a storage facility and possible commercial activities.
2. PERMITTED USES: Those uses permitted in Sections 3363.01 excepting therefrom, 3363.09 3363.10, 3363.11, 3363.12, 3363.13, 3363.14, 3363.15, 3363.16 and 3363.17 of Chapter 3363 M- Manufacturing of the Columbus City Code.
3. DEVELOPMENT STANDARDS: The applicable development standards are those contained in Chapter 3363, M, Manufacturing.

1. The site will have access to Centennial Drive.
2. The internal east west drive on the north of the proposed building may be located if the proposed building is expanded north.

1. Street trees shall be provided every 50’ off center along Centennial Drive and Gender Road.
2. A 5’ high arborvitae screening hedge shall be provided between the building and the storm water basin as shown on the site plan.
D. Building Design and/or Interior-Exterior Treatment Commitments
1. The building to the north or the proposed building maybe expanded into the area labeled as “expansion space” on the site plan.
2. The proposed building footprint maybe increased or decreased in size over that which is represented on the site plan.
E. Dumpsters, Lighting, Outdoor Display Areas, and/or other Environmental Commitments

F. Graphics and Signage Commitments
All graphics and signage shall comply with the Graphics Code, Article 15, Title 33 of the Columbus City Code as it applies to the M. Manufacturing zoning classification and any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.
G. Miscellaneous Commitments:
The subject Site shall be developed in accordance with the submitted site plan titled, “Gender and Centennial,” dated June 13, 2025. The site plan may be slightly adjusted to reflect engineering, topographical or other site data developed at the time of development or when engineering plans are completed. Any slight adjustment to the plan shall be reviewed and may be approved by the Director of the Department of Building and Zoning Services or his designee upon submission of the appropriate data regarding the proposed adjustment.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
