Explanation
 
Background:
This legislation will authorize the City Attorney to accept a supplemental grant award from the State of Ohio, Office of the Attorney General for the 2006-2007 Victims of Crime Act (VOCA) Domestic Violence Advocates Grant #2006-VA-DSCE-53 for the continued funding of the VOCA Domestic Violence Advocate program within the City Attorney's Office.  These additional funds have been provided for attendance by Domestic Violence Advocates at the 2007 NOVA Conference.   The Domestic Violence unit of the City Attorney's Office assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources.  This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
 
Fiscal Impact:   
The required matching funds of $400.00 are included in the City Attorney's 2007 General Fund Budget.

Title

($1,600.00)

WHEREAS, the State of Ohio, Office of the Attorney General, originally awarded the City of Columbus, City Attorney's Office, a grant in the amount of  One Hundred Eight Thousand Two Hundred Forty-three Dollars ($108,243.00) for the VOCA Domestic Violence Advocates Grant No. 2007VADSCE537 for the grant period of October 1, 2006 through September 30, 2007.  The City's required match was Thirty-six Thousand Eighty-one Dollars ($36,081.00).  Said grant was accepted by ordinance 1112-2006; and
 
WHEREAS, subsequently a supplemental amount of One Thousand Two Hundred Dollars ($1,200.00) has been awarded which requires the City to provide an additional Four Hundred Dollar ($400.00) match; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
 
SECTION 1.  That the City Attorney is hereby authorized to accept a supplemental grant award from the State of Ohio, Office of the Attorney General, in the amount of One Thousand Two Hundred Dollars ($1,200.00) for the VOCA Domestic Violence Advocates program.
 
SESCTION 2.  That the amount of Four Hundred Dollars ($400.00) is hereby transferred from the General Fund of the City Attorney's Office as follows:
 
FROM: department 2401, general fund, fund number 010, object level three 3330, organizational cost account 240101.
 
TO:  department 2401, general fund, fund number 010, object level three 5501, organizational cost account 240101.
 
FROM: department 2401, general fund, fund number 010, object level three 5501, organizational cost account 240101.
 
TO: department 2401, VOCA DV Advocates Grant fund, grant #248295, fund number 220, object level three 0886, organizational cost account 240853.
 
SECTION 3.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of One Thousand Six Hundred Dollars ($1,600.00) is appropriated as follows: department 2401, VOCA Domestic Violence Advocates Grant, grant number 248295, fund number 220, organizational cost account 240853, object level three 3330, One Thousand Six Hundred Dollars ($1,600.00).      
         
SECTION 4. That the funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period by law.
