Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify contract DE064519 with The One Red Slate Roofing Company LLC by extending the contract termination date from June 30, 2007 to December 31, 2008. The additional time will allow the contractor to continue to support the operation of the Home Safe and Sound Program. The One Red Slate Roofing Company LLC's City Contract Compliance number is 65-1194395 (expiration date May 22, 2008).
The Home Safe and Sound Program provides financial assistance to low and moderate-income homeowners to rehabilitate their homes. The One Red Slate Roofing Company provides the Home Safe and Sound Program with assessments of historic residential slate roofs and roof elements concerning the physical condition, style and construction type. In addition, the contractor makes recommendations as to the feasibility of preserving existing roofs and roof elements based on projections of remaining life expectancy and estimated repair costs
An emergency is requested so the services can continue without interruption.
FISCAL IMPACT: No additional funds are needed for this modification.

To authorize the Director of the Department of Development to modify the contract with The One Red Slate Roofing Company LLC to extend the termination date to December 31, 2008; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify Contract DE064519 with The One Red Slate Roofing Company LLC by extending the contract from June 30, 2007 to December 31, 2008; and
WHEREAS, this modification will allow the contractor to continue to support the operation of the Home Safe and Sound Program, and
WHEREAS, an emergency exists in the usual daily operation of the Housing Division in that it is immediately necessary to approve this Ordinance so the program can continue without interruption , all for the immediate preservation of the public health, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify Contract DE064519 with The One Red Slate Roofing Company LLC by extending the contract termination date from June 31, 2007 to December 31, 2008.
Section 2. That this modification is made pursuant to Section 329.16 of the Columbus City Code.
Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor, or ten days after adoption if the Mayor neither approves nor vetoes the same.
