Explanation
 
Background:  This ordinance authorizes the transfer of an amount not to exceed $450,000 within Fund 704 Voted 1995-1999 Streets and Highways Fund, authorizes the transfer of up to $450,000 from Fund 704 Voted 1995-1999 Streets and Highways Fund to Fund 735 Northland and Other Acquisitions Fund and authorizes the appropriation of these funds to the Department of Development to pay for the roadway engineering and construction bidding process for the remaining roadways planned for the Northland Park site.
 
This is companion legislation to legislation authorizing the Director of Development to enter into a contract for $450,000 with Columbus Urban Growth Corporation (CUGC).
 
Fiscal Impact:  $450,000 is available from Fund 704 Voted 1995-1999 Streets and Highways Fund for this purpose.
 
Emergency Justification:  Emergency action is requested in order to maintain the development schedule for completing design and construction.
 
 
 
Title
 
To authorize the City Auditor to transfer an amount not to exceed $450,000 within the Voted 1995-1999 Streets and Highways Fund; to authorize the transfer of $450,000 from Fund 704 Voted 1995-1999 Streets and Highways Fund to Fund 735 Northland and Other Acquisitions Fund; to authorize the appropriation of $450,000 from Fund 735 Northland and Other Acquisitions Fund to the Department of Development for the purpose of designing the remaining roadways on the Northland Park redevelopment site; and to declare an emergency. Body
 
WHEREAS, the roadways have been constructed around and leading to the Retail Ventures, Inc. site; and
 
WHEREAS, tenants will occupy the Retail Ventures, Inc. site on or around April 16, 2005; and
 
WHEREAS, there is a need to design and construct roadways that provide access to the future planned redevelopment of the rest of the Northland Park site; and
 
WHEREAS, the City Auditor must transfer an amount not to exceed $450,000 from Fund 704 Voted 1995-1999 Streets and Highways Fund to Fund 735 Northland and Other Acquisitions Fund in order to finance the design of these roadways; and
 
WHEREAS, an emergency exists in the usual daily operation of the City, in that it is immediately necessary to authorize the transfer of funds in order to meet contract deadlines for the redevelopment of a portion of the old Northland Mall site for the preservation of the public health, peace, property and safety; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the City Auditor be and is hereby authorized to transfer $450,000 within Fund 704 Voted 1995-1999 Streets and Highways Fund from Div. 59-09, Object Level One 06 to Object Level One 10, OCA Code 644385 Project 530303.
 
Section 2.      That the City Auditor be and is hereby authorized to transfer an amount not to exceed $450,000 from Fund 704 Voted 1995-1999 Streets and Highways Fund, Division 59-09, OCA Code 644385, Project No. 530303, Object Level Three 5501 to Fund 735 Northland and Other Acquisitions Fund, Division 44-01, OCA Code 441735, Project No. 441735, Object Level Three 0886 for the purpose of designing roadways in the remaining portion of the Northland Park redevelopment site.
 
Section 3.      That the City Auditor be and is hereby authorized to appropriate $450,000 to Fund  735 Northland and Other
                               Acquisitions Fund, Division 44-01, OCA Code 441735, Project No. 441735, Object Level Three 6621 for the purpose
                               of designing roadways in the remaining portion of the Northland Park redevelopment site.
 
Section 4.      That this is companion legislation to legislation authorizing the Director of Development to enter into a contract with Columbus Urban Growth Corporation to design such roads and conduct the construction bidding process.
 
Section 5.      That funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated.
 
Section 6.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
