Project is to be the construction of a boathouse on the western side of Griggs Reservoir in Duranceau Park. The 22,000 s.f. facility is designed with six boat bays on the lower level, lockers, showers, meeting room, training/event space, offices, mechanical, training and laundry rooms on the upper level. It will be used for youth, student and adult rowing. Columbus Recreation and Parks Department will house outdoor education boats in the boathouse and lease space to The Greater Columbus Rowing Association and The Ohio State University Athletic Office.
In addition to City recreational use, the facility will provide leased space to relocate The Ohio State University Women's Varsity Rowing Program and The Greater Columbus Rowing Association, a not for profit rowing club from Indian Village Camp (adjacent to Duranceau Park) to the new building. Indian Village Camp Boats will also be relocated and stored indoors, with improved rowing access to the water, including ADA access for the public to the water. The area will have improved lighting, picnic facilities, landscaping and dock. The relocation of existing rowing programs from Indian Village Camp and vacation from much needed space allows for future renovation of the camp's "sister" lodge for expanded youth programming.
The relocation of rowing from Indian Village Camp was recommended in the 1985 Griggs Reservoir Management Plan, adapted by the City of Columbus. Project has been on hold until funding identified in 2007 (OSU). Presentations made to surrounding residential and park users in March and May 2008, resulting in formation of working committee of stakeholders to look at alternate sites at public request. Alternate sites studied and side by side analysis done regarding impacts, safety and use, Duranceau Park location remains best location and recommendation by City to build.
The Greater Columbus Rowing Association will lease space in the Boathouse from the City. The club and The Ohio State University will also be required, in addition under to their leases, to pay monthly operating expenses and upkeep of the building.
The facility was to be completed August 2009. The project was put on hold in May for four months to have public input and review on alternate sites. The project was bid October 30, 2008 but due to bids over estimate, the project was rebid in May 2009. The estimated completion date of January 2012 is critical for the OSU Women's Varsity Rowing team and training.
Fiscal Impact:

To authorize and direct the Director of Recreation and Parks to enter into contract with Robertson Construction Services, Inc. for the Griggs Reservoir Boathouse Project, to authorize the appropriation and expenditure of $4,078,335.18 $4,398,336.00 and contingency amount of $320,000.82 for a total of $4,398,336.00 which is being financed by The Ohio State University from Non-Bond Fund 785 and determining such action is necessary pursuant to Section 55(b) of the Charter of the cCity of Columbus. WHEREAS, the Department of Recreation and Parks desires to enter into contract with Robertson Construction Services, Inc. for professional services related to Griggs Reservoir Boathouse; NOW THEREFORE,
WHEREAS, pursuant to Ordinance No. 0879-2007, passed on June 20, 2007, the City and the Ohio State University entered into a lease agreement for the design, construction and lease of a boathouse on Griggs Reservoir in Duranceau Park; and
WHEREAS, pursuant to the terms of the lease agreement and as authorized by
Ordinance No. 1432-2007, the City, with $287,500.00 of funds provided by The Ohio State University, contracted with Schooley Caldwell Associates for the design of the Griggs Reservoir Boathouse; and
WHEREAS, pursuant to Ordinance No 1042-2008, the contract with Schooley Caldwell Associates was increased by $146,500; and
WHEREAS, this legislation to contract for the construction of the Griggs Reservoir Boathouse is another in a series of ordinances subsequent to Ordinance Nos. 0879-2007, 1432-2007 and 1042-2008 necessary to pay for the public improvements designated as the Griggs Reservoir Boathouse Project such that action hereunder is deemed to be necessary pursuant to Section 55(b) of the Columbus Charter; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into a contract with Robertson Construction Services, Inc. for construction services related to the Griggs Reservoir Boathouse.
SECTION 2. That from the unappropriated monies in the Recreation and Parks Non-Bond Fund No. 785, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2009, the sum of $4,398,336.00 is appropriated to the Recreation and Parks Department No. 51-01 as follows:

SECTION 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the expenditure of $4,398,336.00, or so much thereof as may be necessary, be and is hereby authorized from Non-Bond Fund No. 785, Dept. 51-01, as follows, to pay the cost thereof.

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
