Title: To authorize the Executive Director of the Office of CelebrateOne to reallocate $362,376.71 within the Ohio Department of Medicaid Enhanced Maternal Health Program Grant, Government Grant Fund; to authorize multiple not-for-profit contracts with existing sub-grantees for the Enhanced Maternal Health Program in Columbus and Central Ohio; to authorize the expenditure of up to $168,807.87 and the transfer of $193,568.84 from the Government Grant Fund; and to declare an emergency. Explanation

 

BACKGROUND:  In July 2022, the Office of CelebrateOne was awarded a grant from the Ohio Department of Medicaid which is administered by the State’s Managed Care Plans for the 2022-2024 Grant cycle. The grant acceptance and sub-grantee awards were legislated with Ordinance 1723-2022.  The Grant was then extended by Ordinance 2102-2024, adding two new sub-grantees and again by Ordinance 0480-2025. Of the remaining appropriation, CelebrateOne, with approval of the Ohio Department of Medicaid requests to realign the remaining grant funding from theses ordinances among seven (7) of the fourteen (14) non-profit sub-grantees/community partners

 

The Ohio Department of Medicaid has awarded this grant to the Office of CelebrateOne at the City of Columbus to coordinate the Enhanced Maternal Health Program in Franklin County. CelebrateOne has been designated as the primary grantee organization and administrator for this grant in Franklin County.  The original ordinance (Ord. 1723-2022) established twelve (12) contracts with community partners and the extensions added two (2) more, for a total of fourteen (14) sub grantees. In order to provide health and education services to pregnant persons and those with children under age one (1).

EMERGENCY ACTION is requested at this time in order to meet grant deliverable deadlines and provide time-sensitive perinatal and postnatal health and education services to pregnant and parenting families within Columbus.

 

FISCAL IMPACT:  This ordinance authorizes the reallocation of funding originally appropriated (Ord. 1723-2022 and extended with Ord. 2102-2024) within the General Government Grant Fund #2220. The remaining funds of the extended $1,130,000.00 allocated will be reallocated in order to provide this funding to seven (7) of the existing sub-grantee/community partners to serve more pregnant and parenting families.

To authorize the Executive Director of the Office of CelebrateOne to reallocate $362,376.71 within the Ohio Department of Medicaid Enhanced Maternal Health Program Grant, Government Grant Fund; to authorize multiple not-for-profit contracts with existing sub-grantees for the Enhanced Maternal Health Program in Columbus and Central Ohio; to authorize the expenditure of up to $168,807.87 and the transfer of $193,568.84 from the Government Grant Fund; and to declare an emergency. ($362,376.71)

 

Body

 

WHEREAS, $4,520,000.00 in grant funds from the Ohio Department of Medicaid for the Enhanced Maternal Health Program for the period of July 1, 2022 through June 30, 2024 was accepted and appropriated by passage of Ordinance 1723-2022; and

 

WHEREAS, $1,130,000.00 in grant funds from the Ohio Department of Medicaid for the Enhanced Maternal Health Program for the period of July 1, 2024 through December 31st, 2024 was accepted and appropriated by passage of Ordinance 2102-2024; and

 

WHEREAS, it is necessary to reallocate $362,376.71 of the extension appropriation within Government Grant Fund 2220, Grant# G402204; and

 

WHEREAS, it is necessary to authorize expenditures of up to $168,807.87 and the transfer of $193,568.84 between object classes from the Government Grant Fund 2220 for six (6) sub-grantee/community partner not-for-profit contracts and CelebrateOne; and

 

WHEREAS, this ordinance is being submitted as an emergency measure to allow the financial transactions to be posted in the City’s accounting system as soon as possible so that the existing community health outreach work with pregnant and parenting families can continue without interruption; and

 

WHEREAS, this ordinance authorizes the Executive Director of CelebrateOne to administer sub-grantee not-for-profit contracts with up to six (6) community partners already engaged in the Ohio Department of Medicaid Enhanced Maternal Health Grant #G402204; and

 

WHEREAS, it is necessary to allow the City Auditor to transfer appropriations between object classes and grant numbers for the ODM Program as needed upon request by CelebrateOne; and

 

WHEREAS, an emergency exists in the usual daily operation of the Office of CelebrateOne in that it is immediately necessary to authorize the Executive Director this transfer within and expenditure from the Ohio Department of Medicaid Enhanced Maternal Health Grant #402204 in order to prevent unnecessary delays in health and wellness services for expectant parents and for infants under one year of age, all for the immediate preservation of the public peace, property, health, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Executive Director of the Office of CelebrateOne is hereby authorized to reallocate $362,376.71 within the Government Grant Fund #2220, Ohio Department of Medicaid Enhanced Maternal Health Grant #G402204.

 

SECTION 2. That the Executive Director of the Office of CelebrateOne is hereby authorized to establish not-for-profit service contracts with the following agencies in order to meet grant deliverables through December 31st, 2025 in a total amount not to exceed $362,376.71.

SECTION 3. That to pay the costs of said contracts and the programs administered by CelebrateOne, the expenditure of up to $168,807.87 and the transfer of $193,568.84 is hereby authorized from the General Government Grant Fund 2220, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the monies appropriated in the foregoing Section 1 shall be paid upon the order of the Executive Director of the Office of CelebrateOne and that no order shall be drawn or money paid except upon voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that these contracts are properly accounted for and recorded accurately on the City’s financial records. 

 

SECTION 7. That the City Auditor is hereby authorized to transfer appropriations between object classes and grant numbers for the Enhanced Maternal Health program as needed upon request by CelebrateOne to carry out the purpose of the grant.

 

SECTION 8. That this ordinance, for the reasons stated in the preamble, which are made a part of this ordinance and fully incorporated for reference as if rewritten, is declared to be an emergency measure and shall take effect and be in force from and after this ordinance’s adoption and approval by the Mayor or ten (10) days after its adoption if the Mayor neither approves nor vetoes this ordinance.
