Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Floor Care Concepts for the 2022 Gym Floor Refinishing Program. The contract amount being authorized by this ordinance is $70,000.00.

 

A gym floor refinishing program was established by the Recreation and Parks Department to standardize material specifications and to establish a schedule for maintenance. The program occurs annually and includes sanding, screening, and paint re-touches for the gym floors, stages, and dance floors located in community centers and athletic complexes. The annual program will maintain a quality surface on the gym floors, stages, and dance floors in the most long-term and cost-effective manner for the department.

 

Vendor Bid/Proposal Submissions (ODI designation status):

 

Proposals were advertised through Vendor Services, in accordance with City Code Section 329, on January 13, 2022 and received by the Recreation and Parks Department on January 27, 2022. This project was also picked up by various local and regional plan rooms and distributed to their membership. Proposals were received from the following companies:

Above and Beyond Renovation (MAJ): Unit Prices, Incomplete Bid

 

After reviewing the proposals that were submitted, it was determined that Floor Care Concepts was the lowest and most responsive bidder. Of note, this contract is a task order contract. The lowest, most qualified bid established lowest and best unit prices for the scope of work. $70,000.00 is the total amount available to cover the task orders. Unit prices were submitted with each contractor’s proposal.

Emergency Justification: Emergency action is requested to ensure the contractor can proceed with their work in late March of 2022 as the schedules for the gym floor refinishing have little flexibility due to programming demands.

 

Benefits to the Public: The public will be able to enjoy programming and athletics on high quality, ADA-compliant, and aesthetically pleasing wood surfaces.

 

Community Input/Issues: The gym floor, stage, and dance floor surfaces are on a rotating schedule for screening and sanding treatments. Any outstanding issue on a floor, such as significant damage or a request for additional sport court lines, was communicated through center managers and will be addressed in the contract.

Master Plan Relation: This project supports the department’s Master Plan by updating sports-related facilities to keep them in line with the revenue they bring in and by helping to ensure that facilities remain safe and user friendly.

 

Fiscal Impact: $70,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Floor Care Concepts for the 2022 Gym Floor Refinishing Program; to authorize the expenditure of $70,000.00 from the Recreation and Parks Operating Fund, and to declare an emergency. ($70,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Floor Care Concepts for the 2022 Gym Floor Refinishing Program; and

 

WHEREAS, it is necessary to authorize the expenditure of $70,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with Floor Care Concepts to ensure the contractor can proceed with their work in late March of 2022 as the schedules for the gym floor refinishing have little flexibility due to programming demands, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Floor Care Concepts for the 2022 Gym Floor Refinishing Program.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $70,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof,, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
