Explanation
Background: This legislation authorizes the reimbursement to the Public Utilities Department, Division of Sewerage and Drainage (DOSD) in the amount of $130,000.00 for sidewalk and ADA curb ramp installation associated with the Division of Sewerage and Drainage storm sewer work along Fairwood Avenue (See street limits on attached map).
The Division of Sewerage and Drainage currently has under design plans for Fairwood Avenue/Koebel Road Roadway and Drainage Improvements. The Transportation Division wishes to include sidewalks and ADA curb ramps along Fairwood Avenue between Watkins and Koebel Road on both sides of the roadway. In addition, the following side streets will have sidewalks added in the first block from Fairwood Avenue: Evergreen Road, Fairbank Road, Benvue Drive, and the north side of Watkins Road from Fairwood Avenue to Bulen Avenue. These sidewalks are only a portion of a proposed sidewalk system that will service a number of neighboring schools. By including the sidewalks in the Division of Sewerage and Drainage plans, the Transportation Division will save design cost, construction cost, and inspection costs.
Project managers from both Divisions worked together to coordinate these two projects. This legislation authorizes the Transportation Division to reimburse the Division of Sewerage and Drainage in the amount of $130,000.00 for the design of these sidewalks.
Fiscal Impact: The Transportation Division budgeted $60,000 in Pedestrian Safety Improvements for this reimbursement to Sewerage & Drainage. This ordinance authorizes a $130,000 expenditure. The additional monies will come from other Pedestrian Safety Improvements.
Emergency action is requested to ensure the timely coordination and reimbursement of the design work between the Transportation Division and the Division of Sewerage and Drainage.

WHEREAS, the Division of Sewerage and Drainage will let a project that includes ditch enclosure and storm work along Fairwood Avenue, and
WHEREAS, this work will be performed in order to provide a safe walking pathway for the High School students in particular and other pedestrians in general, and
WHEREAS, the Transportation Division agreed to reimburse the Division of Sewerage and Drainage for the design costs of the Fairwood Avenue sidewalks and ADA curb ramps, and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that this reimbursement should be made to the Division of Sewerage & Drainage immediately so that the work may proceed to design sidewalks and curb ramps without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director is hereby authorized to reimburse the Division of Sewerage and Drainage for sidewalk design costs incurred for the design of Fairwood Avenue sidewalks and ADA curb ramps as requested by the Transportation Division.
SECTION 2. That the sum of $130,000.00, or so much thereof as may be necessary, is hereby authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division as follows:

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
