Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to renew a contract with Byers, Minton & Associates, LLC for state government relations consulting services. The initial contract term was entered into pursuant to Ordinance 2037-2018, and executed on September 7, 2018. Ordinance 2638-2019 authorized the renewal of the contract, as well as a waiver of the competitive bidding provisions of Columbus City Code, Chapter 329 and also provided for two (2) additional one-year renewal options. Ordinance 2109-2020 authorized the first of two renewal options for the period October 1, 2020 through September 30, 2021. Ordinance 2345-2021, authorized the second of these two renewal options for the period October 1, 2021 through September 30, 2022 and modified the contract to provide for two (2) additional one-year renewals options. This ordinance seeks authority to exercise the first contract renewal option with Byers, Minton & Associates for the period October 1, 2022 through September 30, 2023.
Byers, Minton & Associates will continue to provide services that include, but are not limited to assisting City staff in developing a comprehensive public policy agenda for state government that advances the interests of the City, monitoring all legislation and executive agency decisions at the state level that impacts the City of Columbus, developing and strengthening working relationships with statewide officials and legislative leadership, and further strengthening relationships with local coalitions, business organizations, regional partnerships, and chambers of commerce to enhance City operations.
