Explanation
Background: A modification to Contract No. EL004129 with Complete General Construction, is needed for additional construction costs related to the renovations of North Bank Park: Issue J.
Additional funds to be expended total $90,964.80 and will be a second modification to the contract. The original contract cost was $1,037,376.00. Modification number one (1) totaled $932,254.00. The total modified cost is $2,060,594.80.
Additional construction costs in need of modification include the Hanover Street extension, signals at Hanover Street, interconnect Neil to Hocking, bumpouts, milling and paving.
Additional expenses to this contract are based on line item pricing submitted with the contractor's original proposal. All pricing for increased work will remain consistent with original costs proposed for originally contracted work.
The work for this modification is complete. The contractor was authorized to proceed with additional work by Construction Inspection, Department of Transportation.
The Contract Compliance Number for Complete General Construction is #31-4366382. Contract compliant through 1/30/2010
Emergency legislation is requested because the work is complete and the contractor needs to be paid.
Fiscal Impact: $37,986.75 is required and budgeted in the Recreation and Parks Grant Fund and, $52, 978.05 is required and budgeted in the Voted Recreation and Parks 1999 and 2004 Bond Fund to meet the financial obligation of this contract modification.

To authorize and direct the Director of Recreation and Parks to modify the contract with Complete General Construction for additional construction services related to renovations of North Bank Park: Issue J, to authorize the expenditure of $90,964.80 from various funds, and to declare an emergency. Body
WHEREAS, it is necessary to modify the contract with Complete General Construction for construction services in conjunction with the renovations of North Bank Park: Issue J; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to modify said contract as the work is complete; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to modify Contract No. EL004129 with Complete General Construction for construction services related to the renovations of North Bank Park: Issue J, in accordance with plans and specifications on file in the Recreation and Parks Department.
Section 2. That the expenditure of $90,964.80, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Voted 1995 and 1999 Bond Fund No. 702, Dept. No. 51-01; the Recreation and Parks Grant Fund No. 286, Dept. 51-01; as follows, to pay the cost thereof.

Section 3.. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
