Title: To authorize a supplemental appropriation in the amount of $63,000,000.00 from the unappropriated balance of the Recreation and Parks Grant Fund to the Recreation and Parks Department to provide home care services to older adults in connection with the PASSPORT Medicaid Waiver program in Central Ohio and to declare an emergency. Explanation

BACKGROUND: This legislation is to appropriate supplemental grant funds from the Ohio Department of Aging for the continued operation of the PASSPORT program for the period July 1, 2007 through June 30, 2008.

 

PASSPORT (Pre-Admission Screening System Providing Options and Resources Today) provides home care services as an alternative to nursing home admission for Medicaid eligible clients.  Services include case management, adult day care, homemaker, meals, personal care, respite, transportation and emergency response.  Approximately 4,100 clients are currently being served by COAAA under the PASSPORT program.

 

Emergency action is requested in order to have funding available in the proper accounts for continued operations.

 

 

FISCAL IMPACT: $63,000,000.00 in funds has been made available to the Recreation and Parks Grant Fund.

 

 

 

Title

Body

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds in order to have funds available in the proper accounts so that there is no interruption of Medicaid-funded services for PASSPORT home care clients; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $63,000,000.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, Grant Fund No. 286, Project No. 518139, OCA 511675, to pay cost thereof as follows:

 

Object Level One     01     $5,678,000.00

Object Level One     02     $312,000.00

Object Level One     03     $57,000,000.00

Object Level One     05     $10,000.00

 

TOTAL APPROPRIATION: $63,000,000.00

 

Section 2.  That the monies in the foregoing Section 1 shall be paid upon the order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

Section 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
