Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to enter into contract for the construction of the Hayden Run Road - Leppert Road Improvement project. The purpose of the project is to add left-turn lanes in all directions to relieve traffic congestion The project extends from the intersection approximately 1,100 feet to the north/west and 600 feet to the south/east on Hayden Run Road, and approximately 1000 feet to the south on Leppert Road. Curb and gutters will be added as well as sidewalks. New storm sewerage, lighting, and curb ramps are included in the work. Signalization components are to be installed up to pole foundation level.
A total of 0.34 miles of 5-foot wide concrete sidewalk will be added or reconstructed in this project on the south side of Hayden Run Road. A total of 0.18 miles of an approximate 5-foot wide sidewalk will be added or reconstructed in this project on the east and west sides of Leppert Road. 10 ADA ramps will be added or reconstructed in this project.
This project complies with the recommendation of the Pedestrian Thoroughfare Plan because the Division of Mobility Options reviewed walk widths for anticipated future activity. Pedestrian Quality of Service analyses show a marked improvement in that sidewalks are being constructed where there are presently no pedestrian facilities.
The estimated Notice to Proceed date is June 1, 2010. This project has been given 150 days to complete construction from the notice to proceed date. The project was let by the Office of Support Services. 5 bids were received on April 8, 2010 (5 majority, 0 minority) and tabulated on April 9, 2010 as follows:

2. CONTRACT COMPLIANCE
George J. Igel and Co's contract compliance number is 314214570 and expires 3/11/11.
3. EMERGENCY DESIGNATION
Emergency action is requested to allow construction of this project to begin this construction season.
4. FISCAL IMPACT
Funding for this project is available in the Streets and Highways G.O. Bonds Fund, the Northwest Corridor Pay as We Grow Fund and the Build America Bonds Fund in the amount of $2,412,825.78.

WHEREAS, bids were received on April 8, 2010, and tabulated on April 9, 2010, for the Hayden Run Road - Leppert Road Improvement project and a satisfactory bid has been received; and
WHEREAS, it is necessary to provide for construction inspection costs; and
WHEREAS, it is necessary to authorize the appropriation and transfer of funds for the project to proceed; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Design and Construction in that the contract should be awarded immediately so that the work can begin at the earliest possible time this construction season; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Service be and is hereby authorized to enter into a contract with George J. Igel and Co. for the construction of the Hayden Run Road - Leppert Road Improvement project in the amount of $2,193,477.98, for the Division of Design and Construction in accordance with the specifications and plans on file in the office of the Director of Public Service, which are hereby approved; and to obtain and pay for the necessary inspection costs associated with this project up to a maximum of $219,347.80.
Section 2. That the 2010 Capital Improvement Budget authorized by ordinance 0564-2010 be and is hereby amended as follows:

Section 3. That the Appropriation of monies within the Northwest Corridor Pay As We Grow Fund be authorized as follows:
That from the unappropriated monies in the Northwest Corridor Pay As We Grow Fund No. 771, and from all monies estimated to come into said fund from any and all sources, and unappropriated for any other purpose during the fiscal year ending December 31, 2010, the sum of $212,825.78 is hereby appropriated as follows:

Section 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
Section 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
