Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Builderscape, Inc. for the Linview Park Improvements 2023 Project. The contract amount is $390,013.00, with a contingency of $39,987.00, for a total of $430,000.00. An additional $2,000.00 is being authorized for interdepartmental inspections and fees for a total of $432,000.00 being authorized by this ordinance.

 

This project is part of an ongoing collaboration between the Department of Public Utilities Blueprint Program and the Recreation and Parks Department. The site is located at Fern Place and Linview Avenue on the border of the Northeast Area and North Linden Area. Public Utilities has developed this site to serve as a regional detention basin, strengthening the local watershed and environment. This green infrastructure is typically inaccessible and not conducive to recreation. In order to connect residents with this important infrastructure while capitalizing on the area's scarce green space, Recreation and Parks will install a shelter, playground, picnic tables, benches, lighting, and other park amenities. This completed project will enable residents to recreate, enjoy Blueprint's stormwater infrastructure, and connect with nature. With Council approval, this project will start in fall 2023 and complete all punch list items by fall 2024.

 

Vendor Bid/Proposal Submissions (ODI designation status):

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on July 25, 2023 and received by the Recreation and Parks Department on August 15, 2023. Bids were received from the following companies:

 

Builderscape, Inc. (MAJ): $390,013.00

 

After reviewing the bids that were submitted, it was determined that Builderscape, Inc. was the lowest and most responsive bidder. Builderscape, Inc. and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

 

As part of their bid, Builderscape, Inc. has proposed the following vendors to fulfill the Office of Diversity and Inclusion project goal:

Certification of the WBE being proposed was in good standing at the time the bid was awarded.

Benefits to the Public: The near Northeast area of Columbus lacks safe, significant open spaces and parks. This park furthers the city’s goal of providing recreational areas and outdoor experiences for inner city neighborhoods. Over 6,000 residents live within a 10-minute walkshed of this project.

 

Community Input/Issues: Initial public engagement meetings took place throughout 2019 to survey residents and get input for features to be included in the park design.  Additional public meetings took place in February of 2022 to inform final design and desired park amenities.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by providing equitable and safe access to park and playground areas for underserved communities.

 

Fiscal Impact: $432,000.00 is budgeted and available from within the Recreation and Parks Grant Fund 2283 and Voted Bond Fund 7702 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the Linview Park Improvements 2023 Project; and to authorize the expenditure of $432,000.00 from the Recreation and Parks Grant Fund and Voted Bond Fund. ($432,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the Linview Park Improvements 2023 Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $432,000.00 from the Recreation and Parks Grant Fund 2283 and Voted Bond Fund 7702; and

 

WHEREAS, it has become necessary in the usual daily operations of the Recreation and Parks Department in that it is necessary to authorize the Director to enter into contract with Builderscape, Inc. for the Linview Park Improvements 2023 Project, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Builderscape, Inc. for the Linview Park Improvements Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $432,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the and Parks Grant Fund 2283 and Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
