Explanation

 

BACKGROUND: This legislation authorizes the Director of Development to enter into grant agreements with four (4) Community Housing Development Organizations (CHDO’s) for operating support and authorize the appropriation and expenditure in an amount up to $200,000.00, with the agreement term starting January 1, 2025 and ending December 31, 2025 utilizing the 2025 HOME Investment Partnerships program grant.  The grant agreements with the four CHDO’s will be in an amount up to $50,000.00 each. 

 

The City is a participating jurisdiction receiving federal funds under the HOME Investment Partnerships Program (HOME) of the U.S. Department of Housing and Urban Development (HUD). CHDO’s are nonprofit organizations that work within neighborhoods to develop affordable housing through rehabilitation of existing housing stock and new in-fill construction. CHDO operating expenses shall be reimbursed to Homes on the Hill CDC, Gertrude Wood Community Foundation, Franklinton Development Association, and Community Development for all People for operating expenses for the purpose of developing affordable housing.

 

The regulations of the program provide that up to five percent of the annual allocation may be granted to Community Housing Development Organizations (CHDO’s) to pay operating costs of the agencies with the contracts and agreement terms starting January 1, 2025 through December 31, 2025.

 

This legislation represents appropriation for a part of the HOME portion of the 2025 DRAFT Action Plan, per Ordinance 2968-2024.

 

FISCAL IMPACT: Funding for this agreement in the amount of $200,000.00 is supported by the 2025 HOME Investment Partnership Grant (G442402)

 

CONTRACT COMPLIANCE:  The vendor’s contract compliance numbers are as follows:

Gertrude Wood Community Foundation number 008062 expires 06/30/2025

Body

 

WHEREAS, the City of Columbus expects to continue as a participating jurisdiction of the of U.S. Department of Housing and Urban Development; and

 

WHEREAS, the Columbus City Council has approved the 2025 Draft Action Plan, per Ordinance 2968-2024, as required by HUD; and

 

WHEREAS, the appropriation of grant funding is needed within the 2025 HOME Investment Partnerships Grant fund in an amount up to $200,000.00; and

 

WHEREAS, the City desires to enter into individual grant agreements with four CHDO’s for operating support and authorize the expenditure in an amount up to $50,000.00 each for a total of $200,000.00; and

 

WHEREAS, support for CHDOs can foster the revitalization of Columbus neighborhoods; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Director of the Department of Development is authorized to enter into individual grant agreements with four (4) CHDO’s in an amount up to $50,000.00 each, with the agreement the term starting January 1, 2025 through December 31, 2025, with the Homes on the Hill Community Development Corporation, Gertrude Wood Community Foundation, Franklinton Development Association, and Community Development for all People for operating expenses for the purpose of developing affordable housing, with the reimbursement of expenses incurred prior to the creation the relevant purchase order starting January 1, 2025. 

 

SECTION 2.    That the appropriation of the 2025 HOME Investment Partnership Program grant funds is needed in an amount up to $200,000.00 per the accounting codes in the attachment to this ordinance

 

SECTION 3.                     That the total expenditure in an amount up to $200,000.00 with each CHDO receiving $50,000.00 each or so much thereof as may be necessary, is hereby authorized in Fund 2201 (HOME Investment Partnerships Program), Dept-Div 44-10 (Housing), Project G442402, in object class 05 (Other) per the account codes in the attachment to this ordinance.

 

SECTION 4.                     That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.                     That the City Auditor is authorized to make any accounting changes to revise the funding source for all agreements/contracts or agreement/contract modifications associated with this ordinance.

 

SECTION 6                     That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 7.                     That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
