Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to modify and extend two (2) existing Universal Term Contracts (UTC) for the option to obtain City Work Uniforms with Jonahs Enterprises, Inc. (PO378956) and Galls LLC (PO378977). These contracts provide for purchase of non-safety City work uniforms and other clothing items. This modification is necessary as these contracts will expire March 31, 2026 and there are no extensions available. In order to review current needs and rebid this contract and to prevent any lapse in the ability to obtain these items, it is necessary to extend the current contracts for a period of six (6) months, until September 30, 2026.
Pursuant to Section 329.09(a) of Columbus City Codes:
(1) Amount of additional funds to be expended under the modification: No additional funding is necessary to modify the option contracts.
(2) Why the need for additional goods or services could not be foreseen at the time the contract was initially awarded: It was foreseen, however due to staffing shortages, new specifications and a new bid can’t be completed in time to avoid a lapse in contract terms.
(3) Why it would not be in the city's best interests to have the additional contract requirements awarded through other procurement processes specified in this chapter: These contracts were originally competitively bid in accordance with Chapter 329 of the Columbus City Code and awarded to the low bidders. The new bid will also be competitively bid.
(4) How the price for the additional goods or services which are the subject of the modification was determined: No additional items are being added to the contracts.
EMERGENCY DESIGNATION: The Finance and Management Department respectfully requests this legislation be considered an emergency because the current contracts expire on March 31, 2026 and due to uniformed employee needs throughout the City of Columbus a lapse in contracts would negatively effect the ability to properly meet agency requirements.
FISCAL IMPACT: No funding is required to modify the option contract. City agencies must set aside its own funding for estimated expenditures.
