Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to modify Contract No. PO387259, with V.A.T. Inc. for transportation services associated with participant camps and activities per ORD 0757-2023. The modification amount being authorized by this ordinance is an increase of $30,000.00.  The original amount of the contract was $113,200.00.  The aggregate total amount authorized, including this modification, will be $143,200.00.  

All other terms and conditions of Contract No. PO387259 shall remain in effect.

 

Additional funding for transportation is necessary to support increased off-site programming taking place for camps and after school activities.

 

Vendor Bid/Proposal Submissions: Proposals were advertised through Vendor Services on RFQ023855, in accordance with City Code Chapter 329. Proposals were received on February 8, 2023 from the following vendors:

Emergency Justification:  Emergency action is requested to ensure the timely provision of additional safe and reliable transportation of recreation programming participants for the camps and other activities.

 

Fiscal Impact: $25,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 and $5,000 is budgeted in the ARPA Fund 2209 to meet the financial obligations of this contract modification.

To authorize the Director of Recreation and Parks to modify an existing contract with V.A.T. Inc. for transportation services associated with CRPD camps and after school programming; to authorize the expenditure of $25,000.00 from the Recreation and Parks Operating Fund and $5,000 from the American Rescue Plan Act Fund; and to declare an emergency. ($30,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to modify an existing contract with V.A.T Inc. for transportation services associated with CRPD camps and after school programming; and

 

WHEREAS, VAT Inc., has agreed to increase the amount, according to said modification of contract, from $113,200.00 to $143,200.00; and

 

WHEREAS, it is necessary to authorize the expenditure of $25,000.00 from the Recreation and Parks Operating Fund 2285 and $5,000.00 from the American Rescue Plan Fund 2209; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter modify this contract since the services are urgently needed for camps and after school programming; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to modify an existing contract with V.A.T Inc. for transportation services associated with CRPD camps and programming. The original contract amount is $113,200, the amount of the modification is $30,000.00 and the aggregate total amount authorized, including this modification, is $143,200.00.

 

SECTION 2.  That the expenditure of $25,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 and $5,000 from the American Rescue Plan Fund 2209 per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
